Two Men In Moscow May
Be Laying Plans Shaping
Second Half Of Century

WASHINGTON UP) Two Important, well-dressed men are now
chatting in Moscow.
Ons of them, Joseph Stalin,
having a birthday, his 70th.
And the other, Chinese Mao Tze-tung, the world's No. 3 Com
munist, traveled, he said, clear across Asia by train to help cele
brate the birthday.
- But It is reasonable to think
that while they're sipping tea
they're discussing something more
important than blowing out can
dles on a cake.
It seems more than a coinci
dence that the Chinese began his

may be laying plans that will
shape the second half of the cen

this: The western capitalist world
has lost ground tremendously to
Communism and may lose a lot
more in the next 50 years.
Indeed, as the second half of
the century draws near, the most
Important questions the world
faces are these:
How Much More?
How much more of the world
will Communism gobble up?
Where will it stop? can It be
stopped? Will the Communist
states pull together or break up
and quarrel ampng themselves?
Will there be a war between the
Communist and non-Communist
worlds? Will capitalism win? Or,
if Communism should le crush
ed, will capitalism remain or will
it slowly change into socialism
or something else?
If you just look at the number
of people brought under Commu
nism, then the last five years
are more Impressive than the
previous 43, as tnis win snow:
When this century began there
wasn't one Communist govern
ment on the face of the earth.
Communism then was only a the
ory. Bu 1917 the Communists had
tuken control ol Russia.
And Russia remained the only
Communist government until 19
45, or the end of World War II.
But then the picture began to
change repldly. Now under the
thumb of Communism are:Czech
oslovakia, Poland, North Korea,
China, Albania, Bulgaria, Hun
gary, Rumania, Yugoslavia, So
viet Russia, and Eastern Ger
many. The population of the world Is
about 2,246,000,000. Of that total
one In every three or about 777,
000,000 people is living under
Communism.
It breaks down this way: Alban
ia, 1 million; Bulgarls, 7 mil
lion; China, 462 million; Eastern
Germany, 17 million; Hungary,
3 million; Rumania, 16 mllliqn;
Russia, 211 million; Yugoslavia,
15 million; Poland, 24 million,
Czechoslovakia, 15 million; North
Korea 9 million.
So, as the second half of the

century opens, the first big ques
tion to be faced is this: Where
will Communism push next?
The western European coun
tries, backed by the United
States, stand as a bulwark, at
least for the time being, against
any Communist desire to move
west to the Atlantic ocean.
And in China the Communist
government of Mao tze-tung
would seem to have its hands
full for a while in straightening
out affairs in China which it has
just taken over.

But the southern fringe of Asia,
not now Communist, may look
like a resaonable soft touch to
Stalin and Mao Tze-tung for the
next move.
Along the southern edge of
Asia are four countries with a
total population of around 461 mil
lion people: India, 400 million;
French Indo-China, 27 million;
Thailand, 17 million; Burma, 17
million..- . .
With pressure from Communist
China, and from Communists
within those countries, the last
Indo-China, Thailand, Burma
might seem good spots for a
push. At least Stalin and Mao
Tze-tung will probably consider
tne problem wnue standing
around the birthday cake.
India, with its vast population,
may seem too big a nut to crack
any time soon. But the point is:
Since Communists loolo .ahead
50 years or 100 years or any num
ber of years, the two well-dressed
men in Moscow are probably
having some very interesting
talks which wjll affect all of us.
TWIN METERS RULED OUT
WASHINGTON. UP) It
soon became apparent why the
low bidder on a parking meter
contract was the low bidder. He
proposed to install "twin" meters
controlling parking in two spaces.
Tht District of Columbia com
missioners didn't like the Idea.
Confusing to the public, they
said, and if one broke the Dis
trict would lose double revenue.
The District Contract Board
ruled, however, that the manu
facturer had met the specifica
tions and it would be illegal to
award the contract to the next
lowest bidder.
The commissioners fixed that.
They rewrote the specifications.

Found Guilty Of Murdtr
LOS ANGELES, Dec. 22,
Ralph "Blackie" S c h w a m b,
who once pitched briefly for the
St. Louis Browns, is guilty of
first degree murder In the slaying
of a Long Beach doctor.
He and Ted Gardner, co-defendant
who pleaded guilty, will be
sentenced on murder charges
Jan. 23.
After deliberating an hour and
a half, the Jury Tuesday return
ed its verdict with a recommen
dation of life imprisonment Oth
erwise the six-foot, five -inch
Schwamb could have been sen
tenced to death.
Schwamb also was convicte
of -robbing Dr. Donald Buge of
$53 at the time of the killing.
Gardner testified that they met
the physician at a Gardena poker
parlor and after a round of bars
drove him into the country to

are looking a little harder
than usual today for the thief
who stole the Christmas party of
Elizabeth townships Wylie
school.
Included In the loot taken Mon
day night was $50 dollars worth
of Christmas candy purchased by
teachers for the 350 chidren, as
will as 30 presents for the sev
enth graders' grab bag and a
slide projector with slides.
Harry Faulk, supervising prin
cipal, said: .
"Everything prepared for the
party was taken. The children
are all upset and there was a
lot of weeping. We're hoping for
a Santa Claus to replace some of
the things so the children won t
be entirely disappointed."
