State Education
Board Asks U. S.
Funds For Plans
PORTLAND P The State
Board of Higher Education ap
plied for federal funds for use 4n
planning two additional buildings
at the University of Oregon and
Oregon State college.
The federal government Is of
fering to advance money for such
advance planning of public build
ings, the amount to be returned
if and when the structures are
built, the board was told.
Application was authorized for
$56,000 to plan an addition to and
remodeling of the home econom
ics building at OSC, and an addi
tion to the business administra
tion at the U. of O. Each Is esti
mated to cost about $730,000. No
funds are available now.
All other action on buildings
and real estate purchases recom
mended by committees Monday
were approved by the full board,
including approval of preliminary
plans for food industries and aVii
mal Industries buildings at Ore
gon State, a $70,000 remodeling
and moving project there, and
the addition of $100,000 to" the
fund to build the new combined
heating and electrical generating
plant at the university.
Summer session budgets for the
system totaling $384,962 for next
summer were approvde, based on
an enrollment the same as this
year but a drop in veterans. A
limited budget for the marine bi
ology station at Coos head was
approved after this had earlier
been dropped for next year.
The Oregon division of the
Izaak Walton League of America
submitted a request through

year drought. Cincinnati, O., Philadelphia, Baltimore, Jersey City, New Brunswick, N. J., and
Memphis are among the bigger cities facing drastic water shortages. If water continues to disap
pear at its present rate, authorities say vast areas of the U. S. might become desert wastelands.
California Legislature
Opens Special Session
SACRAMENTO, Calif., Dec. 14.
(IP) Governor Warren came
before a special session of the
California legislature Monday
with a plea to drive "dishonest"
lobbyist i out of the state capitol.
In stinging terms and yet with
a good word for the majority of
legislative advocates the chief
executive outlined steps to out
law "disreputable" practices and
to stamp out "corrupt" lobbying.
Warren elaborated on other is
sues in his proclamation, calling
his eighth special session in seven
years. These touched mainly on
the changeback from state to
county handling of aid to aged
and needy blind; funds to help
out poor school districts and new
provisions to cope with sex
crimes.
Loudspeaker For Toy
Trains Draws $15 Fine
BEDMINSTER, N. J., Dec. 14.

Seals says he's going to fight for
the right to toot.
Fields Seals rigged up a loud
speaker which broadcast far and
near the realistic chugging and
tooting of his toy trains.
Residents near the shop com
plained about the noise. One of
them said her little boy lay
awake in bed fascinated by the
trains as late as 10 p. m.
Seals was fined $15 in police
court. His attorney said he'd take
the case to a higher court.

DEATH DATE CHANGED
PORTLAND, Dec. 14 -ttP
The execution of Morris Leland,
22, for the slaying of a Portland
high school girl has been set back
from Jan. 6 to Jan. 20.
Circuit Judge James W. Craw,
ford granted the stay at the re
quest of Leland's attorneys. They
want to study a trial transcript
before filing a motion for a new
trial.
Leland was convicted of mur
dering 15-year-old Thelma Tay.

Alleged Counterfeit
Gang Chief Arrested
NEW YORK, Dec. 14. (IP)
FBI agents Monday arrested
the alleged head of a ring ac
cused of producing $1,000,000
worth of counterfeit travelers'
checks of the American Express
company.
The suspect, seized at his
Brooklyn home, was booked as
George Gillette, 39.
Gillette was described by the
agents as a brother-in-law of Joe
Adonia, reputed New York un
derworld figure.
The agents said counterfeit I
checks with a face value of $140,
000 have been discovered in Los i
Angeles, Chicago, Cleveland, De- i
troit, Buffalo and Philadelphia. '

Downed Flier
Rescued After
Six Days' Ordeal
GLENDALE, Calif., Dec. 14.
UP) A young flier is recovering
today from serious injuries from
being marooned for six days with
out food after his plane crashed
onto a snow-covered 7,000-foot
high mountain.
Physicians said that the air
man, Robert Bryant, 26, may
have suffered a fractured skull
as well as frozen feet and a back
injury. He is at Glendale sanitarium.
! Air searchers spotted him yes
terday as he stumbled feebly-
through a rugged, snow-mantled
canyon. A ground party reached
him and found the plucky fellow
in surprisingly good shape for a
man who had eaten only acorns
since last Wednesday.
He was found struggling
through Sespe canyon, some two
miles from where his two-place

tains, some 70 miles northwest
of here.
Describing his crash, he said
"my plane Iced up, I couldn't get
enough altitude and visibility was
bad. I was unconscious (after
landing) for about half an hour."
