Final plans for the dinner were made at the grange meeting Sat urday night when two new mem bers were given the obligation and one was re-instated. Effective date of the $a0,000, 000 Bonus law was moved up when opponents signed a stipula tion that no move will be marie to have the State Supreme court reconsider its decision that the law is constitutional. Although the only Immediate effect of the speedup will be the tax increase approximately $10.40 a year for persons aver aging a carton a week It will have the end result of hurrying the actual bonus payments to Ve terans of World War II. The stipulation permits the Su preme court to hand its decision down to Superior court without waiting out the normal 30-day appeal period. The lower court can then dissolve an Injunc tion now preventing the law from going into effect. With these two steps out of the way, the State Finance commit tee can go ahead with plans to sell an $80,000,000 bond issue to finance bonus payments, the state auditor can have applica tion forms printed, and tobacco dealers can collect the extra tax. The new two-cent levy is in addition to the existing 10 per cent, or two cents state tax al ready made against cigaret pur chases. Both the new and old taxes totaling four cents a pac kage for popular brand cigaret tes will be channeled into the bonus fund at the rate of 4,500, 000 a year until the $80,000,000 bond Issue Is retired. Collections in excess of $4,500,000 yearly will go into the State General fund. The bonds must be retired in 30 years or less. Bonus payments, when made, will be based on $10 a month for stateside service and $15 a month for overseas service during the war years by Washington resi dents. It still, however, will be some time before veterans will receive any money. Dunkerque, France, a famed battleground of World War II, also is remembered for the 51 month siege it enjured under the guns of World War L be $75, also including social se curity.
