U.S. To Keep Force In Japan
After Peace Treaty To Guard
Against Communist Attack

WASHINGTON, (JP The United Stales intends to keep troops
In Japan lor many years after the end of the allied occupation.
Diplomatic authorities said that decision has been reached by
officials.
.The next step must he consul
tation with Britain and other
nations. U. S. planning has pro
gressed far enoufih so that Sec
retary of State Acheson will be
able to assure British forelfin
minister Bevin of U. S. readi
ness to start such talks In the
near future.
The major provisions of the
pact as now drafted by the state
department call for:
1. An end to the allied occu
pation commanded by Gen. Dou
glas MacArthur, as soon as the
treaty Is signed and ratified.

7. Commitments o n Japanese
membership In international or
ganizations and treaties. It now
seems likely that the Japanese
will be required to make friend
ship and trade treaties with the

A peace conference probably
will be held with or without the
Communist nations toward the
middle of next year, unless un
foreseen delays occur. Simultan
eously, the American govern
ment will negotiate a military
treaty with Japan.
As presently conceived this
military pact will provide for U.
S. land, sea and air bases i n
Japan for five to ten years.
Their primary purpose respon
sible informants said, would be
to secure the islands against any
Communist attack from the As
iatic mainland. The move also
would make Japan an American
bastion in the cold war.

The increased cost represents
the additional tax levied on cig
arets to pay the $80,300,000 war

Cordon (R-Ore) said here Thurs
day the session of Congress just
completed wasn't half as good
as the one before.
He said there was no compari
son between the 80th Congress
and the 81st.
"In the 80th Congress for the
first time in almost two decades
we kept the country in the
black," he said. "At the same
time we took over 7,000,000 low
er income people off the federal
tax rolls, and that means more
take home pay in the envelopes."
The senator was emphatic In
his opposition to a reduction of
tariffs by the United States. He
said trade barriers between Eur
opean countries had been in
creased since the war.
"Let's let the European coun
tries remove their tariffs so that
there can be real inter-European
trade before we make further
changes in ours."
