UP) Fran cesco Cardinal Marmaggi, one of the top administrators in the Vatican, died Thursday following a heart attack. He was 73. Cardinal Marmaggi, elevated to the sacred college in 1935, was prefect of the congregation of the council, tie directed the applica tion and enforcement of decrees of the Council of Trent and other church laws.
