JP The compromise farm bill of the 81st Congress became the law ol the land today lor at least one production season. . President Truman put his signature on the measure late yester day. He thereby tossed the so-called Aiken law of the Republicans' 80th Congress into the wastebasket before It had a chance to go into effect. But the new measure which permits.-continuation of farm price supports at or near war time levels was not necessarily assured of a long life span. To the surprise of some politi cal and farm circles, the Presi dent made no statement in con nection with the signing. Persons In .these quarters had expected him to use the occasion to say in effect that the new law Is better than the G.O.P. mea sure, but that he still wanted the so-called Brannan Plan. Those close to Secretary of Agriculture Brannan said they felt sure Mr. Truman is as much in favor of the Brannan proposal as ever. The president has given it warm endorsement on several occasions. ' ' The big point of difference Is the way the various measures would handle surpluses of per ishable products, chiefly meats, dairy and poultry products, fruits and vegetables. The Brannan plan would allow prices of these products to seek their natural levels. If prices fell below a pre-determined "fai r" level for producers, the latter would get government payments making up the difference.' The new law like the Aiken measure does not permit this. Instead it requires the govern ment to maintain prices at sup port levels by removing surplus es from the market by means of government purchases or loans to producers. October were more than three times the highes. previous Octo ber figure in the 12-year history of the state unemployment com pensation commission. The October total was $1,389, 715 and unemployment is ex pected to increase even more. More than 60,000 jobless work ers filed claims for benefits dur ing the past four months, com pared with 27,400 in the similar period of last year. The commission blamed the big Increase on slowdowns in the food processing, construction and lumber industries. More than one-fourth of those getting bene fits last week were from the lum ber industry. The commission predicted that the unemployment benefits for all of this year would set a new record. Payments during the first 10 months of the year totaled $14,618,968. Nov. 2 VP) Raymond Lewis, 44, of Spokane was charged with manslaughter Monday in the accidental shoot ing last Sunday of Violet Packer, 40 of Spokane. Mrs. Packer was fatally shot while she was hunting with five companions near Valley, Wash. . Delbert Scoles, Stevens county prosecutor, said Lewis orally ad mitted the shooting.' The manslaughter warrant was served in the office of the Spokane county sheriff where Lewis had come to be questioned by Stevens county officers. Scoles said Lewis told him, "I thought I saw a deer and I shot. Then I started down from the point I was on and heard a wo man screaming. "I turned around and went back over the point and stayed in the woods about an hour try ing to make up my mind what to do." Lewis did not tell the other members of his party that he believed he had shot a woman until Tuesday night, Acoles said.
