P The next Congress Is more likely to hand President Truman a tax cut than the tax Increase he is talking, about, Republican lead er Wherry (R-Neb) said Thrus day. Mr. Truman made it clear last week that he expects to ask for more money to halt deficit spend ing. He didn't say how much. But Wherry predicted Demo crats would not bring out a tax increase bill during an election year "if they can help It." Education Commis- slmer James McGrath Thursday proposed a $300,000,000 a year scholarship program for more than 400,000 non-veteran college students. McGrath also suggested a sys tem of federally guaranteed loans to college and university students similar to those now available to World War II veterans. , The . two brooosals. he said. would be a start toward a pro gram to provide nigner education to "the full two nuliion or mbre of persons with college abilities who do not now get to college." McGrath called the proposals a "civilian bin oi rignts compara ble to the G. I. bill of rights."
