Gray Jr., administrator or veterans affairs today made public the first Veterans admini stration calculations on amounts proposed to be paid nearly 16,000, 000 veterans in the $2.8 billion special National Service Life In surance dividend. Maximum possible amount that nnv veteran can receive will be $528. Other payments, based on age groups will run to lesser sums. The dividend will be -Mid only for the period that the policy was in force prior to the policy anniversary in 1948. No payments will be made for periods of lapse, VA emphasized. Gray said that the estimated rate of the dividend was arrived at after long actuarial studies, and that the rate of payment will he same for both term and converted policies, as the dividend I Is based on mortality savings since there are no excess Interest earnings. In arriving at the dividend scale, Gray said, standard insur ance practices were followed, whereby dividends on a life in surance policy represent a re turn to the insured of the excess of premiums paid over the amounts received to pay claims and set up necessary reserves. This Is not necessarily proper tional to the premium paid. While portions of the premium originally estimated as necessary to pay claims may turn out to have been too high and can re. turn a dividend, the part of the premium that goes Into build ing up reserves cannot return a profit unless the fund earns a rate or Interest higher man that assumed in the premium calcu- FOR PROTECTION OUTSI0I .7. Computation Explains In comDutine the maximum payment of $528, the dividend was based on a $10,000 policy In force for 96 months, (the longest possible period), on a veteran aged 40 or less at the time the policy was taken out. This repre sents a payment of 55 cents a month for $1,000 of Insurance. As the mortality rate for the age group of 40 and under did not vary greatly, a single dividend rate will apply to this whole group. The rates of payment will be: Those under 40 years of age at the rate ol SS cents per month per $1,000 of Insurance: those 41 to 45 years of age, scaling down from 52 cents to 40 cents; those 46 to 50, 37 cents down to 25 cents; those 51 to 54, 24 cents down to 21 cents: those 55 and over, 20 cents per thousand. The proposed scale does not apply to insurance on a perma nent plan which has been sur rendered for a reduced paid-up amount. These cases will be handled separately. Douglas County Students Pledged At Oregon State By ROD N'EWLAND Student at OSC) The 28 national fraternities on the Oregon State college campus pledged 299 of the first week's ''rushees" Monday night of last week. The first rush week ran from SeDt. 22 to Sept. 25. Another rush week started Sept. 27 and continued through the 29th. The first week's total is a slight drop f om the 314 record of 1948. The following Douglas county students were pledged: To Delta Tau Delta, Nell S. Wisslng, Rose burg: Kappa Delta Rho, Arthur E. Matthews, Roseburg; Kappa Sigma, Robert P. Beck. Roseburg; Phi Delta Theta. John R. Ander son, Oakland: Phi Kappa Psi, Norman Kred Weatherly, Elkton; Sigma Nu, Stanton C. Cornutt, Roseburg, and Edward E. Shirt- cliff, Myrtle Creek; Theta Xi, Robert L. Eullhart Jr., Reedsport. Cornutt and wissing were gradu ates of Roseburg high school, class of 1949. Man's Registration Drops O. S. C. registration figures show a total of 6429 students as of Monday, Sept. 26, compared with 7095 at a comparable time a year ago. Veteran registration is off about 26 per cent, while the senior class registration has set a new record of nearly 1800 students and a 37 per cent increase over last year at this time, junior, soohomore and freshman regis tration is off 33, 20 and 13 per cent, .respectively. All the registration loss is oe- ing taken by the men's side of the ledger, while the women are hold ing their own. The ratio is 3.15 men for every woman registered in school. That figure includes, however, the men students who live in Adair village with its 400- famny capacity, on the Mali street development in Corvallis and various other lamily units. The enormous new Gill pavilion, O. S. C.'s new basketball court. will be ready for the return en gagement of the Vienna choir Nov. 18, although the building will not be completed until Janu ary 1930. According to tne uany Barome ter, school naper, the 12 rivited steel roof frames, which weigh 60 tons each and measure 222 feet in length, have set a record for postwar construction. Enclosed area of the playing floor, which measures 263 by 227 feet, approxi mates 1.35 acres. The actual playing floor will be laid on a concrete base and will be maple boards laid over two inch planking, which in turn, will be nailed to 4x4 inch "sleepers." In Portland Mrs. Cliff Thorn ton returned to her home on the Pacific highway south of Rose) burg last night from Portland, where she has been with her hus band, who is recovering from an operation at Emmanuel hospital. Mr. Thornton underwent the operation as a result of an acci dent last spring, and is reported to be convalescing satisfactorily. It is expected he will remain at the hospital for about 10 days be fore returning to Roseburg.
