Typo Union Head Arouses Anger By
Pension Maneuver At Convention;
Faces Election Campaign Battle
OAKLAND, Calif, Aug. 18. UP) Preldent Woodruff Ran

Spokesmen for the anti-Randolph minority within the union
seized upon the pension voted by the 91st ITU convention yesterday.
It wai steamrollered through, they said; and It was illegal in the
first place.
The administration forces denied both charges.
The anti-Randolph bloc earlier
suffered another major defeat It
could muster only 50 votes to 258
in trying to block an amendment
giving the ITU chieftain full
power to approve or reject all lo
cal contracts.
Randolph Interpreted the de
cision as a rebuke to locals at
odds with his collective bargain
ing policy.
The opposition group the
ITU's "Independent party" In
dicated it was prepared to make
the pension an Issue in the forth
coming union election campaign
along with Randolph's strict con
tract policy.
Meanwhile, Charles Tucker of
Indianapolis, a party caucus
leader, announced a tentative and
partial slate to oppose Randolph
and his "progressive party:"
For president, Clifford G.
Sparkman, long-time president of
the Detroit local; first vice presi
dent, John R. Evans. Washington.
D. C; defeated by Randolph in
the May, 1948, election, and
secretary treasurer, George
Bante, Chicago.
Two more vice presidential can
didates will be picked later. The
election by mail ballot is set
for next May 17
Randolph has given no Indica
tion he Intends to step down. His
personal plea In favor of pensions
for international officers led to
lobby talk that he would not seek
re-election. Friends have dl
counted the speculation.
This is what the convention,
by a one-sided voice vote,
granted:
Pensions of one-half the high
est pay of ITU officers and em
ployes who have served 20 or
more years.
Randolph has 20 years already
15 as secretary-treasurer; the
remainder as president. H I s
union salary now is $10,000 a
year. The three vice president
and secretary treasurer receive
$7,500 each.
Pensions of $10 per week for
each two-year term for officers
and employes with less than 20 1
years service. (In essence, that
means II a man serves for two
years, he receives $10 a week; if
he serves four years, he gets $20
per week and so forth).
The convention previously In
creased weekly checks for the
ITU's 7,000 pensioners from $15
to $16.

2,300 over the 1,614,300 on June
30.
Army strength on July 1 stood
at 658,500 compared with 660,500
on June 30.
Army personnel officials said
they expect a pickup in enlist
ments, and added there is no
present plan to reimpose the
draft.

from a harbor launch to make
their triumphal entrance. The
wind failed them 500 yards off

The Smith brothers emigrated
to Canada last February. While
on the liner crossing the Atlan
tic, they designed their little
craft with the idea of using It on
cruises through the Canadian
lakes.
After they built it the craft
looked so seaworthy that they
decided to have a sporting try at
crossing the Atlantic.
