fiance. Charles Eller o( Fresno, Cal, a they were reunited In Ne
York for the first time in nearly a year. The two fell In love in Ger
many three years ago when Miss Beckmann filled one of Eller's
teeth, but were separated when he was sent home for treatment of
tuberculosis. Eller had previously offered to sell an eye In order to
finance her trip to the U. B. Their reunion was made possible by
donations from persons all over the country.
Congressman's Name On Bill Doesn't
Mean Anything Under Horn-In Custom

Mistletoe goes home and tells the
"Why, sure. Congress passed
people. Now I think Congress
income folks.
"In fact, I Introduced a bill In
you. Here's copy of the very bill
Sure enough. There it is. Just
as he said. But maybe he forgcls
to tell them how he came to get
his name on the bill in the first
place. For instance
Last May a congressman Intro
duced a housing bill for moderate-income
families. A couple of
months later along came another
congressman who, for some rea
son, wanted his own name on the
bill. So, without changing a woid
In the bill Itself, he scratched out
the name of the first congress
man and wrote in his own name
fn ink.
Then the bill was sent down to
the government printer where
new copies of the same bill were
made except that now the second
congressman's name was on It.
He may go home later and tell
the folks about the bill, and him
self. Or, maybe he had another
reason for doing what he did.
There's a lot of that done.
In the House there's a rule that
only one member'i name can ap
pear on a bill.
Taxpayers Foot Bill
just to show how much that
particular bill has, a whole gang
of other congressmen may hate
the same bill reprinted with their
name on It.
Thre Countries Exonerated
WASHINGTON, Aug. 12-l!R
Marshall plan investigators have
cleared three European countries
of Intentional wrong-doing In
deals which sent heavy purchases
of aluminum and lead scrap to
American buyers.
This is disclosed In an unre
leased Economic Cooperation ad
ministration final report on
charges made last winter against
Great Britain, Belgium and Hol
land. Howard Bruce, then deputy
ECA director, at that time said
the countries were selling In this
country supplies of the then
scarce scrap metals. At the same
time, he said, ECA was financ
ing shipments of virgin meta'.s
abroad as vital to European re
covery. All three nations Immediately
denied the statement.

Job may have been done for him
by the bill-writing experts em
ployed by Congress, after he told
them what he wanted.
Or, mavbe it was written jv
the lawyers In some government
agency. Or even by the lawyers
of some outside organization
which got a congressman to In
troduce bill for It as his own.
Some congressmen don't al
ways remember or even recog
nize a niu iney introduced.
In Sales Of Metals
In its more than 100 pages of
findings, the ECA report backs
up Uiuce's stutemcnt that alu
minum and lead were being ship
ped to the U. S. but the report at
tributes the transactions to "lack
of knowledge and understanding '
raher than for profit-taking.
There was "no indication of
fraud or illegal profit" in the
deals, ECA said.

by reserve pilots from Spokane.

Education Bin Compromise

WASHINGTON. Aug. 12
Rep. Powell 4D-NY) said Thurs
day 13 members a majority of
the House Labor committee
have agreed tentatively to a com
promise aid to education bill.
Other committee members
termed Powell's announcement
'premature" but said the com
promise has strong support. As
proposed by Rep. Burke ( I
Ohio), it would limit the use of
federal money to pay salaries of
public school teachers.
Burke's bill, would trim the
amount of money from the $300,
000,000 provided in a Senate-passed
measure to $20,000,000 by
eliminating any funds for text
books, transportation and other
non-teaching services. The heart
of the controversy has been over
whether any of the money could
be used for non-teaching services
in parochial and other private
schools.
The Chinese use fans to blow
up fires, dust furniture, cool food
and tea and shade their eyes
from the sun, among other
things.
