Fri., July 22, 1949 Armed Attack Against One Or More Attack Against All, North Atlantic Pact Says WASHINGTON, July 22 UP) Here are the principal points of the North atlantic treaty ratified by the Senate yesterday: Stated purpose "To safeguard the freedom, common heritage , and civilization of their peoples, ' founded on the principles of de mocracy, individual liberty and the rule of law." Member countries United States, Britain, Canada, France, ' Belgium, The Netherlands, Lux- umbourg, Norway, Italy, Portu gul, Denmark and Iceland. . Key provision "An armed at- tack against one or more of them ' In Europe or North America ; shall be considered an attack . against them all . . ." If that .happens each country pledges to "assist the party or ' parties so attacked by taking ; forthwith, Individually and in ' concert with other parties, such action as it deems necessary, in deluding the use of armed force x x x." What specific kind of an at- tack would set the alliance in motion? "An armed attack on the territory of any of the parties : in Europe, or North America, on the Alegerian departments o f France, on the occupation forces of any party in Europe, on the islands under the jurisdiction of Four Persons Dia As Auto Dives Into Lake REVELSTOKE. A 17-year-old youth saved him self by kicking his way out of the sinking car and swam to safety. Dead are: William Pixley, about 60, of Agassiz. Mrs. G. B. Evans, about 44, daughter of Mr. Pixley. Janet Evans, seven, daughter of Mrs. Evans. G. Healey, Rosedale, B. C. The youth who swam to safety was Gordon Morrow, 17, Agassiz. First steps the member countries propose to build them selves up to the point where they can nope 10 resist milieu nuatu by (a) providing each other with "continuous ana enecuve sen helo and mutual aid" and (b) seeking to "eliminate conflict in their international economic pol icies" so as to "encourage econ omic collaboration between any or all of them." Stcp-by-step The members Will establish a council to con sider ways of carrying out the treaty. The council will set u p as many sub-agencies as are needed but specifically and a t once a "defense committee" to recommend measures of self-help and exact steps to be followed in event of attack. Estonian Family Treated In U. S. Like "Humans" PORTLAND, July 22 UP) An Estonian family arrived here yesterday to make their home in Portland alter several years of life in Germany. The oddest thing the Gustav Vaga family found was that "everybody treats us like human beings." "Life today In Germany is not possible for us," explained the father. "Because we are Eston ians and therefore foreigners." Vaga said that he wept upon his first meal in this country, when he was served two fried eggs. He had not lasted an egg since the war broke out. Inflation was so bad, he said, lhat the money he earned as a manual laborer would barely "Buy food for our child." The Vagas' only child, Reet, is 2. Vaga was studying law when the war broke out, and had to turn to a trade: bricklaying. Through the war he served in the drafted labor ranKs oi me Germans. Officials of Hammond, Ore., were almost the only ones to show Interest In Requiring the fort, at a meeting held by WAA officials. Hammond would like some of the land and buildings for schools. UP) President Truman said today he will name a successor to the late Supreme Court Justice Frank Murphy as soon as possible. But he declined to give any hint as to who might receive the post. He replied with a terse no com ment when asked if the new jus tice would be a Roman Catholv Murphy was the only member of that faith on the nation's highest tribunal. Mr. Truman said that practic ally every federal judge in the country has been endorsed by someone for the appointment. Probably all of them are qual ified, he added.
