Expansion Of Douglas County Boy Scout Movement Begun At Meeting Held In Roseburg
The first step In expanding
the Boy Scout movement in
Douglas county was taken on
Wednesday night when a visit
ing instructional team from Eu
gene met at the Umpqua hotel
with 18 local scout officials and
citizens interested in the plan.
Preliminary steps were taken
to contact possible sponsors of
additional Boy Scout units in
the county from a list compiled
by Rollie Quam, Roseburg scout
executive. Volunteer workers will
meet with representatives of
churches, P.-T. A. groups, fra
ternal organizations and other
institutions.
Alton F. Baker and Dr. Eldon
Johnson, both of Eugene, ex
pla.ned some of the initial phases
of acquiring additional sponsors.
Baker is publisher of the Eugene
Register-Guard and a member of
the Boy Scout National council.
Dr. Johnson is dean of the col
lege of liberal arts at the Uni
versity of Oregon and represents
the organization and extension

Baker explained the lowered
age limits recently passed by the
national council which necessi
tates the creation of new scout
units. Effective September 1,
boys are eligible for Cub Scout
membership at eight years of
age, for Boy Scout membership
at 11 years, and for membership
in Explorer crews at 14. Baker
said the oldest age group was
formerly called Senior Scouts
but that this unit was renamed.
The new age ruling lowers re
quirements by one year in all
units.
Baker told his audience that
the need for new units has doub
led, due to the new age ruling
combined with the population In
crease experienced in this area.
He said approximately 3200
Douglas county boys will be
ready for membership when the
ruling goes into effect but that
the number of scout units now
in existence must be doubled In
order to handle the increase.

toxicated brought revocation of
their driving permit to 907 of
fenders under, the mandatory
penalty provided' by law. Reck
less driving, basic rule violations
and other serious offenses result
ed in 377 suspensions for varying
periods. In the latter case, his
office follows recommendations
of the courts, Newbry explained.
The secretary said state and
local police are cooperating in
enforcing the penalties. In the
six-month period, 273 offenders
were arrested for driving while
their license was suspended or
revoked, adding an extra year to
the time they must forego the
driving privilege. Heavy fines are
an additional deterrent.
"The record shows that at least
one driver had definitely been
drinking in nearly 15 percent of
our fatal accidents," Newbry de
clared. "The cost in lives is too
great to allow those who have
demonstrated their inability or
unwillingness to safeguard lives
to endanger the safety of others."
