Newbry emphasized, however, tnat tnese regulations do not ap ply to many such vehicles now in use because their passenger capacity is seven or less. Districts in doubt as to whether their vehicle will be subject to the new law may use the following rule of thumb for determining passenger capacity: Measure seat space, including that of the driver. Allow 13 inches of space per passenger. If space on this basis will accommodate more than seven including the anver, tne vehicle must be in spected and an operating permit ooiainea. Lt. Col. J. W. Lewis, base commander, said the fast cargo planes can handle up to 10,000 pound' loads. The base has 16 of the Curtis commando C-46 planes.
