It was this: Get a plan .tor total mobilization In event of war, and get it last. The elder statesman largely blamed the President tor the tact that "with the cold war drag ging into its fourth year, we still lack any effective plan for the swiftest possible mobiliza tion of our resources to insure reaching our Allies in time." Any further delay, Baruch said, would be a "needless gamble with our national security, a needless Invitation to disaster." Baruch speaks with authority In this field. In World War I, he headed the War Industries Board, an agency comparable to the War Production Board in the recent war. His experience and wisdom as a mobilizer of resour ces were put to frequent use during World War II. Baruch, in a commencement address before the Industrial Col lege of the Armed Forces, point ed out that a National Security Resources Board was created by Congress to develop stand-by plans lor industry In case of war. "When this agency attempted to act, it was, as you know, prevented from doing so," he said. "It has still to be heard from." Baruch explained later to a reporter that he had reference at that point to a mobilization plan actually drafted by the Re sources Board but turned down by Mr. Truman. The administration denied any plan ever1 won full board ap proval or was considered by the President. But even If Baruch should prove wrong on this score, the ad ministration's statement amounts to a confession of inaction that supports his main complaint. Moreover, several months ago, the board chairman, Arthur M. Hill, resigned und has not been rerjlaced. The President did nomi nate Mon C. Wallgren, his old , Senate crony and former Demo cratic governor oi wasnington, to the Dost. But he canceled the nomination at Wallgren's request after a Senate committee sneivea the appointment. It seems to us the President's duty is to choose a suitable head for the Resources Board at the earliest moment. Even allowing for the normal difficulties of lur ing competent men Into govern ment service these days, we think too much time has elapsed without satisfactory board lead ership. Baruch deplored the popular peacetime tendency to Jeer at military leaders, scoff at their warnings and ignore their re quests for funds. It is time the American people realize how great is the responsi bility of preparedness, said Ba uch. We hope they can be made to realize. With the atomic bomb and the guided missle. war has passed beyond the stage where any nation, even one as powenui as ours, can entoy the luxury of leisurely mobilization. Every one, from tne resident on aown, has to face that fact. Baruch's warning is wise and timely. The spray is used at the rate of two pounds oi so per cent wettable DDT powder to 100 gallons of water. A five per cent DDT dust at a rate of 4U to 50 pounds per acre Is also recommended. Where DDT Is used, it is suggested that the ground beneath the trees be well sprayed or dusted to kill the moths as they emerge Xrom the ground. Regardless of what Insecticide is used, thoroughness of appli cation is necessary, states J. Roland Parker, county extension agent. Upper portions of the tree should be tnorougniy covered with either spray or dust. Leaving a forwarding aaaress with the post office will not suf fice, the VA said. Under the law, no government checks may be forwarded. They are returned to the Treasury Department and re main mere until me va proviaes that agency with a new address. Veterans receiving monetary benefits fi,.n the VA, who ate movlne to a new location, should go to the nearest VA office and ill! out a "cnange or aaaress form. If a personal call is impos sible, a letter should be mailed to the VA office handling the case, giving the new address and com plete information for identifica tion purposes. All veterans holding G.
