Young said the Exchange wants to do business with the state for the prestige, even though it loses money. Armed Forces Unification Law Needs Teeth, Defense Chief Says WASHINGTON, June 29F) The armed forces unification law needs strengthening because it has been "tried and found want ing," Secretary of Defense Louis Johnson said today. He testified before the House Armed Services Committee, sup porting a Senate-approved bill which would give him more di rect control over the armed forces. ' "The present authority of the secretary of defense is disturbine- ly inconsistent," Johnson said. The problem, he continued, Is how to maintain strong civilian control over the military force. This force for the first time In the nation a history "must be permanently maintained at a strength of more than a million and a half men," he said. Due to Imperfections in the present law, Johnson told the committee, there is "a general unpreciseness of relationships throughout the national military esiaousnmeni. The extra .funds for state em ployment security programs were Included in an omnibus S127.032, 243 deficiency money bill sent to the House for action probablv next week.
