DOG'S LIFE FOR WAR VET If Bruce, six-year-old collie and vet eran of K-9 corps in the South Pacific, could speak, he would probably insist that he is being "treated like a dog" by the San Carlos, Calif., City Council, which recently passed an all-inclusive dog licensing ordinance. Owner Edward Gibson protested before the council that the ordnance violated government assur ance that license fees should not be demanded of war veteran dogs. The matter was turned over to the city attorney for study. Bruce is shown with three-and-one-half-year-old Tommy Gibson, who holds the collie's honorable discharge.
