IF I COULD JUST SEE THE BOSS Strike At Boeing Plant Illegal, Ruling Of Court WASHINGTON, May 31. OF) The United States Court of Ap peals today ruled that a strike of Boeing Aircraft Company em ployes at Seattle last year was il legal. It also threw out the Ma chinists' Lodge 751 as bargaining agent for the firm's 14,500 work ers there. The action overruled a Na tional Labor Relations Board or der that the walkout was con ducted under provisions of the Taft-Hartley Act and that the union is the legal collective bar gaining agent for Boeing workers. The group involved is the Aeronautical Industrial District Lodge, a branch of the Interna tional Association of Machinists. The three-fudge appeals court held unanimously that the union acted unlawfully in not giving Boeing sufficient notice of intent to strike, lhe court also asserted the walkout, which occurred April 25, 1948, was in violation of a then-effective contract between the union and company. In presenting Its case, the union contended that Its 24-hour notice to strike was legal notifi cation that its contract with the company no longer existed. It further declared that the walk out resulted from stalled nego tiations over a new agreement to replace one which had expired. Difference hetwen Boeing and the union which led up to the alrike since have been settled. Until today the Lodge had served as representative of Boeing em ployees. The court decision gave no ef fective date of its order. National officers of the ma chinists reported they are con sidering whether to appeal to day's decision to the Supreme Court. If they do not do that, they may press for a quick bar gaining election by the NLRB. The machinists union claims a majority of the Boeing workers, despite the fact that the team sters have members in the plant. May 31 fm The foreign-aid bill, now at $5, 617,470,000, is in for stormy op-. pusiuon in ine aenaie. 1 Some leaders of both narlles i niive warnea mey will try to lake a substantial slice out o'f the hill, approved Thursday bv the House. A plea from President Truman saved the measure from a con siderable cut on the House side. But members of the Senate Ap propriations Committee appeared to be In no mood to heed a similar appeal. t-ven Senator McKellar of Ten nessee, Democratic chairman of the committee, said the House should have taken a bigger cut of the aid funds. The 55.617,470.000 Includes funds for the Economic Coopera tion Administration; for Greece Turkey aid: and for government and relief In the occupied areas of Germany, Austria and Japan. The House lopped S704.730.000 off the amount President Truman requested. But the members off set this cut largely bv making the money available for 13 and one-half months instead of the 15 months in the original plan. Senator Wherry iR. Neb.l said the Senate committee will try to make a "real cut." Senator Russell iD. Ga.) called the House action "Just a paper savings."
