President Truman's Program Still Largely In Vague Outline Stages By PETER EDSON (NEA Washington Correspondent) WASHINGTON (NEA Details on much of President Tru man's program are still lacking. Many of the things which the President has asked Congress to do have been mentioned only in broad outline or by name. Translating these titles into specific legislation has been harder than may have been anticipated. Or else the chief executive has wanted to string out his special requests for greater emphasis, throwing new ideas at Congress only as fast as he thought the congressional committees could take them up. The big bill to carry out the President's inaugural message "Point IV" Is likewise still being drafted in the State Department, after four months' preliminary work bv an interdepartmental agency. Writing a law which will provide technical know-how to underdeveloped countries has proved a lot harder than just talking big in a speech. The President's budget message mentioned briefly the need for an appropriation of $300,000,000 for military public works. Just what the President had in mind has not been disclosed. Federal Security Agency has been working on legislation to in crease unemployment compensa tion. It will be unveiled at House committee hearings expected to begin this session. FSA is also drafting a bill to provide federal grants in aid to the states for vo cational education of the phy sically handicapped. President Truman's proposals to encourage production of more low-cost private housing as dis tinguished from low-cost public housing covered in the Senate passed bill tie in with a number of bills introduced by Senators Maybank of South Carolina, Flanders of Vermont and others. Housing and Home Finance Agency is now reviewing all these bills, It may come up with an administration measure incor porating features of many of them. A new disaster relief bill is In the making. Following last win ter's experience under the west ern blizzard, which required spe cial appropriations to handle, the idea now is to have a law on the books which would permit Imme diate action by the government. Tax Raise Plan Inactive a The President's Missouri River flood control plan is now under review by governments of the 10 stales in this basin and by fed eral agencies. When it is com pleted there will be a special mes sage to Congress and accompany ing legislation to carry it out. The President outlined this in his budget message. Though the Federal Reserve Board has been relaxing credit controls, it has under considera tion legislation to extend its power to impose such controls, should need for regulation arise. The President's proposal to in crease federal tax collections by $4,000,000,000 a year was men tioned in all three of his January messages to Congress. But this is still on the inactive list. Noth ing may come of it until next year's appropriation bills are all passed. It will then be clear whether the government will De operating in the red. If it is, a special tax message is likely. What all this unfinished bus iness adds up to is the fact that President Truman's full program may not be known In all its rami fications until Congress returns to Washington in special session next fall, or for the regular ses sion next January, r - I Wed., May 25, 1949 The Newi-Review.
