OP) A congressional committee's ac ti n Monday at Washington, D. C, brought great happiness to Mrs. David Bailey Carpenter, wife of a University of Washington soci ology instructor. Mrs. Carpenter, 28, a Japanese, would be permitted, under terms of a special bill approved by the House Judiciary Committee, to bring her 4-year-old twin daugh ters by her first husband to this country. The Seattle Times, noti fied by its Washington corre spondent, said final congressional action in such matters are usually a matter of routine. Mrs. Carpenter married Car penter In Yokohama in August, 1947, while he served on General MacArthur's staff. A son, Gary, was born to them here a year later. Her first husband, Ichigi Hlgo, a Japanese naval commander and father of the twins, Teiko and Yoshiko, left for combat duty after a month of marriage and was listed as killed or missing in action. No legal means could be lounct to bring the children to this country, however, until a special bill was passed. It was sponsored by Rep. Henry M. Jackson. "It's wonderful news," com mented Carpenter.
