    Fifth German States OKs
Proposal For Republic
MUNICH, Germany, May 20.
(.P) Parliament for the Ameri
can Zone state of Hesse ratified
the constitution for a West Ger
man republic today, 73 to 8.
All the opponents were Commu
nists. This brings to five the number
of states ratifying the charter.
Only three more of five yet to
vote are required to put the
constitution into effect. A West
German federal government may
come into operation by mid-July.
Bavaria rejected the constitu
tion today, but reserved the right
to enter the new government if
the other states in the Western
Zone accept it.

Shelling Sefs Fire To
Sector Of Shanghai
SHANGHAI, Mav 20. (.T
Twenty-six fires burned tonight
along the Whangpoo on the Hoo
tunj; side of the river as a result
of shelling and demolition.
The blazes appeared to range
from small villages on the hori
zon to industrial installations a
few hundred feet from the east
bank of the river opposite Shang
hai's bund. They extended from
Shanghai almost half way to Woo
sung fortress, where the Whang
poo and Yangtze converge.
Except for this fearsome chain
of fires the night was relatively
quiet. The Communists did not
appear to be pressing their drive
toward the river from the east..
