Building Code's
Explanation Given
By City Manager
City Manager Matt Slankard
said today In a formal statement
to the News-Review, that after
considerable Investigation by the
Roseburg City Councii, ai! ordi
nance was passed establishing a
Building Department. A full-time
Inspector has been appointed and
an office net up in the Recorder's
office at the City Hall.
The entire text of his message
continues:
"The City Council has adopted
the Uniform Building Code, the
State Electrical and Plumbing
Codes to provide regulations and
Inspection to the reconstruction
and new structures of the city.
In the future the city Inspector
will be in direct charge of all
inspections connected with build

Willing; has been a member of the team and his second trip to
England. In 1920 Willing won the deciding single match to give
the U. S. possession of the cup. Don Mot Is a student at the
U. of Oregon at Eugene and this will be his first attempt in
Walker Cup piny. Other members of the team are Jones, Von
Elm, Oulmet, Volght and Sweetser, Jones being Captain.

'The ordinance provides that
there will be a license fee of
$25.00 per year for each con
tractor of the three types of
work. A fee of $3.00 per year for
each Journeyman and $1.00 per
year will be paid by an appren
tice for regulation of building re
quirements. "The license requirements of
the ordinance does not effect per
sons doing their own work, but a
permit must be taken out before
work is started.
"Fees shall be collected for
building trades on a valuation
basis. The plumbing and electri
cal trades will be on an outlet
basis. The city Inspector shall
also Issue permits for connection
to the sewer main.
"The ordinance also provides,
that all sums received by the in
spector from licenses, fees and
other sources hereafter shall be
paid to the city inspector by the
applicant and turned over to the

special fund, known as the in
spection fund. The fund to be
used exclusively for purposes di
rectly connected with the enforce
ment and administration of the
inspector's office.
'The city is establishing a
Board of Appeals to consider mat
ters pertaining to building, elec
trical and plumbing work, where
interpretations are needed to
clear problems confronting the
contractors and city inspector.
"The ordinance repeals all old
ordinances going back to 1912
whlcn the city has been operating
under in the past.
"With the adoption of the new
ordinance, all the major operat
ing ordinances have been re
placed with modern up-to-date
ordinances, for policing and regu
lation of the city.
"The city council has had the
adoption of the uniform building
control under consideration for
quite some time, knowing that a
major change In the inspections
and requlrementn of the code had
to meet the approval of the crafts
and the citizens of Roseburg."
PURCHASES CAFE
W. C. Willis, former owner of
the Rosebud Cafe on Sheridan
St., In Roseburg, has purchased
Chuck's Cafe at Sutherlin. The
plans of C. H. Packer, former
owner, have not been announced.
Willis was formerly located at
Hlllsboro, Ore., before coming to
Roseburg. He sold his interest in
the Rosebud Cafe here last year.
Packer has owned Chuck's Cafe
for two years.

Research Into Utilizing
Wood Waste Dunn's Topic

"They are the medium for ex
panding the industry," Dunn de
clared. The Weyerhaeuser Timber Co.
has a development laboratory at
Longview on which they spend
"several hundred thousand dol
lars a year, with a point of view
of adding to their profits," as
well as devising means for using
more of their waste materials.
But the Weyerhaeuser Company
Is "not entirely selfish," Dean
Dunn believes, because they aid
the entire industry.
"They appreciate the fact that
there might be an end to the
materials available," he com
mented. The Oregon Forest Products
Laboratory was established in
1941. It is supervised by the State
Board of Forestry, but associated
with Oregon State College at Cor
vallis. Its advisory board Includes
representatives of Industry. There
are nine specialists on the staff
and its sizable laboratory is par
tially financed through the sever
ance tax on timbpr, a-s well as
through general fund appropria
tions. Research started there with the
objective of finding uses for "cur
rent waste materials" the large
sawdust and slab piles now going
up In smoke. Research is now
being conducted Into methods and
processes for using wood in its
natural form, waste and residue,
and chemical utilization.
Fibreboard materials have been
developed. New and expanded
uses for low grade lumber have
been found. Sugars, alcohol, and
yeasts have been extracted. Much
work has been done In the latter,
chemical utilization field by the
wood alcohol plant at Springfield.
Dean Dunn said there Is a con
stant Interchange of Ideas be
tween the laboratory industries
and with various localities,
through such agencies as their
chambers of commerce.

time, but would wait until the
next session of the council.

Sen. Dunn, Baker, Introduced
a bill to let school boards con
tract with the State Board of
Higher Education for freshman
and sophomore classes to be
sponsored jointly by the boards.
In effect, it would provide junior
college work for any school dis
trict which wanted to give it.
Another hot issue was prepared
by Sen. Neuberger, Portland De
mocrat. It would ask Congress
to establish a Columbia Valley
Authority for Northwest power,
flood control and navigation.
Sen. Lynch, Portland, said he
is introducing a bill to provide
a mandatory fine for minors
who give false ages in order to
buy beer.
Act Has Reverse Effect
Secretary of State Newbry told
the Legislature that motor vehicle
revenues In 1948 were $1,550,
000 less than In 1947. The drop,
Newbry said, was caused by the
1947 Legislature's motor trans
portation act. This act was pass
ed to provide more revenue, but
had the opposite effect.

The first few days of the ses.
sion I had to summon up mv
courage in order to walk through
the doors with an atmosphere of
belonging for I dreaded being
challenged by the omnipotent
doorkeepers and having to prove
that I had a right to enter. But
the blessed day arrives sooner or
later for all newcomers when the
doorkeepers recognize them and
open the door without hesitation
and with a word of friendly
greeting. That is a welcome ex
perience for a rather uncertain
newcomer.
