Former U. S. Air Force
Officer Admits Treason
NEW YORK, Jan. 17 (B
Martin Monti, 27-year-old former
Air Force lieutenant, pleaded
guilty today to treason charges.
The Florissant, Mo., resident
was indicted last Oct. 14 on
charges he gave himself and his
plane up to the Germans in Italy
between Oct. 13, 1944, and May 8,
1946, after going AWOL in Kar
achi, India.
The indictment alleged Monti
volunteered his services to the
Germans, was released as a pris
oner of war and broadcast for
the Nazis from Berlin as Martin
Weithaupt. Subsequently, the in
dictment charges, Monti became
an officer of the S. S. Elite
Guard.
After the Nazi capitulation, it
was charged, Monti made his way
to Italy and joined the American
Fifth Army.
Safe Resists Yeggs, But
Eggs Less Fortunate

Safe-crackers tried to blow up a

terday, but all they succeeded in
breaking were some eggs.
Two separate dynamite charges
set off by electric donators, failed
to crack the 600-pound safe. The

Twins Delivered After
Mother's Death Thrive
ELGIN, 111., Jan. 17. OP)
Twin girls delivered by Caesarean
section six minutes after their
mother died Saturday were re
ported yesterday to be "doing
very well."
The babies wieghed five pounds
four ounces and four pounds
twelve ounces and would have had
mature, normal birth about two
hours later if their mother had
survived, physicians said.
The mother, Mrs. Marcella Lar
son, 29. had been seized by a
series or convulsions aooui i-s
hours before her death but the
physicians said they had decided
upon normal delivery which they
hoped to accomplish between the
seizures.

Action Slated Tonight
On New Building Code
Final reading of the building
Inspection ordinance and the first
reading of an ordinance assess
ing the costs of the Kinney Addi
tion sewers are scheduled at to
night's meeting of the City Coun
cil. ,
City Manager M. W. Slankard
explained that the new inspec
tion ordinance adopts the major
features of the uniform building
code and the state plumbing and
electrical codes, and provides for
inspection of new installations
under these codes. The new or
dinance is in line with codes in
effect in other cities in Oregon.
Slankard announced that R. L.
(Bill) Whipple will be at the
council meeting as acting city
attorney. He takes the place of
Paul E. Geddes, who is serving
In the State Legislature.
Mayor Albert G. Flegel said
that assignments of council mem
bers to various committee will
be announced at tonight's meeting.

Dallas Bennett Joins
Sheriff Carter's Staff
Dallas Bennett, member of the
Roseburg Police Department for
the past year, today Joined the
forces of the county as a deputy
sheriff, Sheriff O. T. "Bud" Car
ter announced.
Bennett served with the Slate
Police at La Grande and Baker
about eight months, then served
with the government police at
Bonneville Dam for 2i years be
fore entering the Army.
He served with the Army for
three years, seeing action In Eu
rope, Africa, and Italy. Upon re
turning to Oregon, he Joined the
Roseburg City Police force. In
recent months he had the rank
of sergeant, being in chnrgc of the
traffic division.
His appointment as a deputy
sheriff brings the sheriff's force
up to three criminal deputies In
Hosphurg, one criminal deputy
at Rcodsport and a civil deputy,
also employed In Roseburg.
TWO SENT TO JAIL
Arrested by city police on
charges of drunkenness In a pub
lic place. John Clarence Hateman,
52, and Daniel Joseph Currie, 51,
were sentenced to 30 days in the
county Jail today following their
arraignment befoi-e Justice of
the Peace A. J. Geddes.
Tiie men were taken into the
Justice Court because "they have
been arrested so many times In
the past, that we didn't have the
facilities to keep them In the
city Jail," Chief of Police Calvin
Halrd said.

al figure in Oregon for many
years, is currently a member of
the National Vocational Educa

In addition to the first citizen
award, key men plaques will be
presented by President Charles
Williamson of the Junior Cham
ber, who will preside. An Import
ant feature of the meeting also
will be installation of officers.
Glenn Scott will take over the
presidency from Williamson. Dis
trict three Vice President Don
Forbes will be installing officer.
Officers to Be Installed
The Rev. W. A. MacArthur,
pastor of the First Methodist
Church, will be the master of
ceremonies. According to the
program announced by Jack
Newby, program chairman, the
order for the evening will be the
opening welcome by President
Williamson, who will turn the
meeting over to Rev. Mr. Mac
Arthur. Installation of officers
will be followed by brief remarks
by Scott as incoming president.
Williamson will make the key
men plaque awards, to be fol
lowed by Putnam's address, and
the presentation of the first cit
izen award.
Pointing out the significance Of
the first citizen honor, President
Williamson said: "The Roseburg
Junior Chamber of Commerce is
making this award because it af
fords recognition to the young
man who has made one of the
most outstanding contributions to
this community during the last
year."
Mayor Albert G. Flegel has pro
claimed Jan. 14-21 as "Junior
Chamber of Commerce Week" in
Roseburg to focus attention on
young men and the work they
are doing in the state.
Roseburg has had two first cit
izens. At the close of 1946 the
secret committee's choice was
David J. McCarroll, young ac
countant, active in Boy Scout
and Community Chest work. The
award for 1947 was made to Bill
Black, director of the Knights of
Pythias Girls Drum Corps.

has been determined.
Collin disappeared March 30,
1948, leaving money and personal

clothes closet. Over a sheet of

the front door was his ring of
keys. He was In bad health, un
able to talk or write.
About the skeleton was a lea
ther belt resembling the one
worn by Collins when he disap
peared, Coroner Virgil Hull stat

Loyd H. Swan Of
Lookingglass Dies
Lloyd Henry Swan, 71, life long
resident of Douglas County, died
at his home at Brockway Sunday
following a prolonged period of ill
health.
He was born July 22, 1877, at
Lookingglass, Oregon, the son of
Grover and Ella Swan, pioneer
residents of this county. Mr. Swan
had engaged in farming in this
community all his life. He was a
member of the Methodist Church.
Surviving are two brothers,
Gearv Swan, Lookingglass. and
Bob Swan of Brockway. He is also
survived by a step-brother, Bert
Neely, of Camas Valley.
Funeral services will be held In
the chapel of the Long & Orr
Mortuary Wednesday at 2 p. m.,
with Dr. C. A. Edwards officiat
ing. Concluding services and vault
interment will follow In the
I.O.O.F. Cemetery.

the many many people who are
here with axes to grind. And yet
so far I am pleased to find how
many are carrying "axes" not for
their own personal advancement
or desires, but for groups of peo
ple, often minority groups who
must be represented and who
have a great many good ideas and
important needs.
I firmly expected to be shocked
immediately at all the selfish mo
tives and greedy lobbyists swarm
ing around the legislature, but so
far I have been surprised at the
amount of viluable Information
and high lights on either side of
many questions which can be
gathered quickly and easily by
contacting the right "lobbyist." I
think that word carries a stigma
which is unfortunate, for surely
a great many people are here
lobbying for very worthwhile
causes which you and I and the
rest of the people of this state
would favor if they knew the
whole story.
One well known newspaper
man who is frequenting the halls
these days has in a column com
pared the legislature very aptly
with a big circus. It is a wonder
ful simile, although up to now the
main show has not been under
the Big Top in the two halls, but
the real activity which bears
watching has been going on in the
numerous committee rooms
which arc likened to the side
shows. I have been very Interested at
the number of youngsters who
show up as spectators around the
building. It is a very healthful
situation, and at the Inaugural
ceremony there were a good
many dozen bright-eyed serious
youne neople from six years old
on up who were absorbing with
Interest the ceremony which is an
integral part of our state govern
ment. Such an experience prob
ably means more to them than
quite a number of hours spent
studying civics books.
Speaking of youngsters, at a
church service our first Sunday
here, the minister in speaking
briefly to the young people pres
ent, commented on the fact that
