Danube Traffic Ban on Western
World Slows European Recovery

By the lopsided score of 7 to 0, Russia'! Andrei Vishlnsky and a
team ot Soviet stooges shut out the western world from most of the
Danube River at the Belgrade conference. Thus the great and Im
portant river has become a private Communist stream for about
two-thirds of Its navigable course.
The conference was a depres
sing but interesting example of
Soviet technique when the Rus
sians have a large and obedient
majority on their side. It also was
another Illuminating illustration
of what happens under such cir
cumstances when the western
Eowers sit down, according to
lenry Wallace's cure-all prescrip
tion, and "talk things over with
Russia."
AH of the ten delegations in
cluded experts on law, shipping,
engineering and other technical
subjects. But, as U. S. Ambassa
dor Cannon pointed out, all dis
cussions were started down a po
litical channel. Mr. Vishlnsky
brought the Russian draft of the
convention, or agrement, to the
conference. The western delega
tions were Invited to take it or
leave It. They left It, of course.
And after some 20 days of fruit
less talk, the Communist delega
tions signed the convention with
scarcely a word, much less a
basic idea, changed from the orig
inal draft which Mr. Vishlnsky
presented.
Ruthless Diplomacy
That, of course, Is the Soviet
pattern of government and diplo
macy. At home they permit no
deviation by the faithful, let
alone any word of opposition. In
their international discussions,

almost unheard of. When they
are outnumbered they are Inclin
ed to veto or walk out. When
they are In power, as they were
in Belgrade, they steam-roller
their program through with
scarcely a pretense of the diplo
matic amenities.
Thus the Danublan Conference
has re-emphasized the fundamen
tal and seemingly hopeless dif
ficulty of settling any world prob
lem in which Russia is Involved.
The closing of the Danube pre
sents one of the major problems
in the economic field. And while
there was little likelihood that
Russia woud retreat by agree
ment from a position' that she
had taken by force, a small hope
remained until it was erased by
the Belgrade fiasco.
Twe-Way Hardship
Now one of the main east-west
arteries of European commerce
is definitely and officially shut
off. The act Is bound to have a
serious effect on Europe's health
and recovery. The continent has
no such railway network as that
of the United States, which In
cludes almost 100.000 more miles
than the whole of Europe. Clos

Blind Mother, Husband

were in Jail today on child neg
lect charges after officers report

had been hung by her feet, up
side down, and sometimes
chained to her brother, five.
Those held were Mr. and Mrs.
Gordon G. MacDonald. The hus
band is an elevator operator. Tlie
children involved, said Policeman
G. B. Barber, who arrested the
parents, were Darlene and Jere
miah. Barber said also that the
couple's two-year-old son, Wayne,
had been tied to a chair and
sometimes was fed only once a
day.
The youngsters all are being
cared for In Juvenile Hall. Bar
ber quoted Mrs. MacDonald as
saying:
"I'm sick and can't help It If
my kids are mean. I've been
working since 1 was four years
old and nohodv helps me or wor
ries about me.''

Moscow Uses Romania as Tool To
Overthrow Tito in Yugoslavia

The vitriolic Yugoslav-Romanian row is worth watching, since it
may well be a gauge by which we can Judge how Moscew'i world
revolution is progressing and equally Important what tactics are
being employed to meet emergencies.
This Red upheaval represents
the first serious break in the
solidarity of Russia's satellite
states. It had Its inception in Julv
when the Powerful, Moscow-dominated
Cominform split with Tito,
charging him with maintaining
a nateiui policy towaras soviet
Russia and with departing from
the Marx-Lenin philosphy.
Tito has denied the allegations
and declared his devotion to
Stalin. However, at the same
time he has made It amply clear
that Yugoslavia is running its
own show, which is to say that
Tito is running Yugoslavia's

this situation. In the first place
it is obvious that Russia contem
plates no individuality for her
subject states. They must toe the
Moscow line precisely.
Another point which we should
n't overlook is that Moscow is
handling the Tito case by In
direction. It struck first through
the Cominform and now appar
ently has assigned a prominent
part to Romania, which means
Ana Pauker. In previous Instan
ces where punitive measures have
been taken, Moscow has done
the job itself. Why now does It
hand the task to others?
It may well be that Russia Is
making a virtue of necessity.
That is to say, it probably would
take force to oust the Tito re
gime, and Moscow Isn't prepared
to stick its neck out that far. It
prefers to try to create a situa
tion in which Yugoslavs them
selves would revolt against their
leader.
