Regulations To
Curb Credit Get
Final Touches
WASHINGTON, Aug. 20
The Federal Reserve Board
yesterday put the finishing
touches on new regulations to
. curtail Installment buying.
The credit controls will be
Issued tonight and go into effect
In 30 days. They were provided
under the Republican antl-lnfla-tlon
bill passed by the special
session of Congress.
The board Is expected to re
quire one-third down payments,
with a 15-month limit on payment
of the balance, on most retail
Items costing more than $.V.
Meantime, the board said ap
proximately 13,500,000 families
or about one out of every four
were "dissavers" last year.
A "dissaver" Is a person who
spends more than he takes In,
the Board noted In report. How
ever it did not manifest any
alarm over the trend not to save
lor a rainy day. It said:
The ability to dissave presumesl
certain degree of financial well
being, for to spend more than
one Income, a person must eith
er have sufficient Income or col
lateral to be an acceptable risk
for credits, or have past savings
to. draw upon.

China Adopts New
Gold Standard
NANKING, Aug. 19 (Op))
China today adopted a new gold
standard currency and ordered
all banks closed for the next
two days to permit an orderly
conversion.
Government Spokesman Holl-
Ington Tong said the currency
will be called "gold yuan" and
that It will be backed by 100 per
cent reserves. He said that It
would be convertible to foreign
exchange under control.
The official announcement did
not disclose rales for which the
new currency will be exchanged
for the old. Inflated paper money.
But official sources said the rates
would be one gold yuan for 3,
000,000 Chinese dollars of the
national currency now In use.

each Chinese silver dollar.
On this basis It was estimated
that the government must issue
at least half a billion gold yuans

tana Seminary at Rook Island,
111., has assumed the pastorate
of the Elgarose Lutheran Church
about 12 miles west of Roseburg.
He announced plans of the
congregation for organization of
a new Lutheran church In the
citv. Nucleus of the new church
will he the Roseburg circle of
the Klgarose church, which is
part of the Augustana Synod of
the National Lutheran Council.
Services will start In October.

has lived most of his life In
Michigan and Minnesota. Is a gra

Plant, Springfield,
To Be Opened Today
War Assets Administration
will open bids today at 3 p. m.
on the sale or lease of the al
cohol plant at Springfield, report
ed Congressman Harris Ells
worth, who arrived In Roseburg
Wednesday from Washington,
D. C.
Assurance that the plant will
be put Into production, if any of
the bids are accepted, is given In
the stipulation that the purchas
er or leaser must operate the
Slant. However, he said, if no
ids are accepted, the War As
sets Administration has given
assurance further opportunity
will be given to discuss and to re
advertise the property for sale or
lease.
Two bidders are known to have
submitted offers, he said, but as
yet there is no knowledge of their
Proposals or whether they will
f accepted.
The plant must be used for the
production of alcohol, or similar
products, which would not materi
ally affect the operation of the
plant, according to requirements
laid down by the Department of
Defense. Minor changes could
be made, but no maior chanee
over would be permissible. The
operator would be amply protect
ed if the plant were requisitioned
by the government in case of an
emergency, said Ellsworth.

Coast Will Gain
14 Congressmen

West Coast states will gain at
least 14 members in Congress in
1952 as a result of population
growth, Representative Russell V. !
Mack of Hoquiam predicated
yesterday.
Mack said that Washington and
Oregon will add two members of i
Congress each, with California
to add another 10.
The three Pacific coast states
now have 33 Congressman.
California has 23, Oregon, four,
and Washington six. The 1952
apportionment will give Call-.
fornia 33, Oregon, six, and Wash
ington, eight, Mack predicted. j
The Increased number of con.
gressmen. Mack said, will give
the three Western States much
greater congressional influence
and will aid the west In securing
additional funds for faster de
velopment of electric power and
reclamation projects.
Mack also predicted that Ore
gon and Washington" will grow at
a much faster pace In the decade
ahead than in the last 10 vears.
"Development of additional
low cost power on the Columbia
river." Mack said, "certainly will
bring new power-using industries
to make Washington and Orecon
continue as the fastest growing

W. Flora, 31.
Flora was arrested and so :
charged following a minor ac-1
cident yesterday. A routine blood
test at the hospital proved he
was not intoxicated.
But when police returned him
to municipal court to reduce the
charge to one of reckless driving,
the hospital called. "Give Flora
a candy bar or soft drink before
he dies," the officers were ad
vised. Doctors explained that Flora
suffered from an acute lack of
sugar in the blood, a condition
much like Insulin shock sustain
ed by diabetic patients. The sym
ptoms are similar to those of In
toxication and the condition fre
quently is fatal.
