De Facto Govt. Of
South Korea Gets
United States OK
WASHINGTON', Aug. 13 MPl)
Untied .Stales yesterday ex
tended "de facto" recognition to
the American-sponsored govern
ment of South Korea.
De facto recognition means that
the U. S. acknowledges that the
government is in fact the ruling
regime in the country.
The State Department in a
statement said the anti-communist
government formed in South
Korea as a result of the May 10th
elections "is entitled to be re
garded as the government of
Korea envisaged by the General
Assembly's resolution of Novem
ber 14, 1947."
The Department announced
John J. Muccio of Rhode Island
has been named by President
Truman as special representative
to Korea with personal rank of
ambassador.
The State Department recogni
tion in effect formally sets up a
separate government for the
approximately 21,000,000 Korean
people in the American zone
south of the 38th parallel. Russi

The month of July was very
mild with only two days of
measurable rainfall and only
three additional days with a
trace, according to the monthly
weather report from the Rose
burg Weather Bureau.
The mean temperature of 66.5
was .8 below normal. The wind
was, as usual, low with an aver
age of 5.5 and was prevailing
north wind every day with the
exception of four.
The temperature reached Its
highest point of 92 degrees July
30. and lowest temperature of
1 47 on July 6. Only two days,

Four Draft Rules
Are Announced By
Defense Secretary
WASHINGTON". Aug. 13 (.
It's too lnle to volunteer lor
military service after a draft
notice has been delivered.
That's one of four peacetime
draft rules announced by Secre
tary of Defense Forrestal. The
others:
1. Registrants who pass a p re
Induction physical examination
will be called no sooner than three
weeks from that date so they
can settle personal affairs and
within 120 days to make sure
that the examination still holds
good. If 120 days passes without
call, they get another examina
tion.
2. Those physicals will be giv
en under current Army regula
tions, with assignment to duty
according to physical ability. A
general classification test will
determine mental capacity. Mini
mum score: 70.
3. Wherever possible, the In
ductee will be given a chance to
name the branch of service he
wants.
Forrestal said the armed for
ces will continue to accept volun
tary enlistments, except for men
who already have received notice
to report for pre-lnductlon ex
aminations. The Army will handle both the
induction program and the volun
teer enlistments.
A recent survey shows that
80.7 per cent of American adults
have played cards at one time or
1 another.
July 30 and 31, were at 90 degrees

local retail stores remained clos
ed and no developments were
reported in the dispute between
store members of the Industrial
Conference Board and the Retail
Clerks' Union, local 367, AFL.
Wage increase negotiations
were broken off Monday when
pickets appeared at two large
downtown department stores.
Eight other retail stores closed

ings are scheduled, according to
Les Sherman, spokesman for the
management.
The stoppage has idled some
750 clerks.
