Heifers Project to Supply
Foreign Children With Milk
Told by Director at Kiwanis

Joins Faculty At
Pennsylvania U.
PHILADELPHIA, Aug. 11 (LP)
With the selection of Owen J.
Roberts as dean of its law school,
the University of Pennsylvania
tapped a leading public figure
for a high administration post for
the second time in less than two
weeks.
Pennsylvania announced ap
pointment of the 73-year-old
former Associate Justice of the
U. S. Supreme Court yesterday.
He will assume his new post
September 1 when the resigna
tion of Earl G. Harrison becomes
effective.
On July 29 the University chose
Harold E. Stassen, former gov
ernor of Minnesota, as its new
president. Stassen is expected
to take up his duties here at the
beginning of the fall term.
ADMISSION RATE STANDS
SALEM, Aug. 11 Adult

State Fair will remain at the
pre-war rate of 50 cents, fair

Each family receiving a heifer
agrees to share the surplus milk
and give the first calf to a neigh
bor, who makes tne same agree
ment, and so the herds grow, he
said. It costs approximately
$175 to raise, breed and trans
port a heifer to a port of embark
ation. Project's Origin and Growth
Tracing the history of the Heif
er Project, Norcross stated It
was a unique reiiei plan originat
ed by the Church of the Brethren

children. The Idea was conceived
In 1942 bv Dan West. Brethren
worker In Spain during the revol-
tlon, who saw now nitteriy tne
children were suffering. I'pon
his return to America, he talked
with other workers who were
heartily in favor of helping the
children. Being farmers, they hit
upon the Idea of using something
with which they were familiar.
They decided delivering bred
heifers to the needy areas would
be an excellent way to bung milk
to starving little ones and pro
posed that a calf for this purpose
be "consecrated" by each farm.
Although the plan started with
the Brethren, todav the Mennon
Ites, Quakers, Catholics and
Northern Baptists are represent
ed on the National Heller Pro
ject Committee, and other groups,
including schools, service clubs
and women's clubs have contri
buted heifers and money. It Is
now an inter-faith project, he
said.
Emphasizing the need for re
lief, .Norcross stated 40 per cent
or nearly 4il million children
under the age of 15 years today
are hungry. A young service
man he talked to, who had re
turned from Italy, stated that
while they were not permitted to
feed the hungry children, the
men often left more than half
their food on their plales then
dumped It in the garbage cans,
knowing the children would find
It there.
Another man reported that
upon arrival of a shipment of cows
In Italy, children with containers
swarmed over the rtixks hoplmj
to get some of the milk they had
never before tasted. This man
reported he had not only viewed
the cows that had been sent over,
but drank their milk, saw their
calves and their calves' calves.
Unlike other relief, which gone
when consumed, the animals
flourished into herds to feed the
hungry.
Norcross quoted a Rev. Mr. Ni
cholson, a Quaker, . who accom
panied a load of 40 goats to the
leper colony off Okinawa. The
chaplain, he said, met him with
tears in his eyes, saying, "I didn't
know any one cared about us."
He was told "The people of Am
erica care. They love you all."
Norcross Is visiting In Rose
burg at the present time. He said
he lived here many years ago,
and that the town would look
more familiar to him If It had
a couple of the livery stables it
had then and fewer of the mod
ern buildings.
The father of M. M. Nelson,
Kiwanis Club president, is a
member of Norcross' committee
at Pasadena.
Bob Evans was admitted to the
club as a new Kiwanis member.
Born and reared In, Arizona, his
college work was Interrupted by
his entry Into the service. After
returning from the service, Ev
vans edited a weekly paper in
Arizona for a year before com
ing to Roseburg to become asso
ciated In the real estate business
with his late uncle, M. O. Ream.
He has a wife and two children
and recently purchased a home
on the North Umpqua River.
