Session Failure
Due to Democrats,
Morse Declares

special session of congress to
'' enact any civil rights legislation
' was solely the fault of the Demo
" cratic party.
"The obstructive tactics of the
Democrats on all proposals for
civil rights legislation placed the
full and complete responsibility
" on the Democrats In the congress
- for the failure of the special
session of Congress to pass the
Republican anil poll tax bill and
other pieces of Republican civil
rights legislation." Morse said in
statement.
"It was a physical Impossibility
to pass the legislation because of
the limitation of time during the
special session. We could not
break the well-organized filibust
er conducted by the Southern
Democrats because of the time
element."
Yet, Morse said, the Republi
cans did manage to advance the
cause of civil rights legislation.
"We clearly established bv
Y arguments which the Democrats
were unable to answer that the
Republican anti-poll tax bill Is
unconstitutional, he said.
"We also reached agreement,
and put the agreement In the
form of a motion unanimously
passed by the Republican sena
torial conference, that In Jan
uary, 1949, we will make a last
ditch fight to amend rule 22 of
the Senate in a manner which

Truman Held Remiss
In other matters, Morse said,
It was difficult to make real pro
gress because:
"The call was sounded In parti
san politics, the President's mes
sage was phrased in terms of
partisan politics, the Democratic
strategy throughout the special
session reeked with partisan poll
tics." Furthermore, he said. If con
gress had attempted to handle
all the legislation the president
asked for the special session
would have had to last at least
six months.
"It should be remembered," he
said, "that the president did not
submit specific legislative bills
by which he proposed to carry
out most of his proposals. It is
also significant that his cabim-t
officers were in conflict
among themselves as to what
program should be adopted."
Soma Progress Seen
Morse said he didn't like' the
housing bill that was passed
that he had, in fact, voted against
it but that he believed the mea
sure would provide "some relief
to some segments of our housing
problem."
He said he disliked the bill be
cause, as he saw it, it failed to
provide proper relief to veterans
and to low income groups. He
said he also didn't like the wav
the Senate had bowed to the
"dictates" of the House.
Morse said he felt that some
irogress had been made also
the direction of checking In
flation. He said:
"I am sattsified that under the
political tensions of the session
the Republican Congress did all
that It could do under the cir
cumstances." What must be done, he said
Is bring an end to "this conflict
between the White House and
the Congress." This can be done.
Morse said, by electing a Repub
lican president and a strong Re
publican majority in congress.
He added: '
"Then I think the Republican
party will have the full reson-
