Politics or No, People Could Gain
Through Special Congress Session

WASHINGTON Results ol the special session of Congress
alone may decide whether Harry S. Truman or Thomas E. Dewey
will be president lor the next four yean.
As governor of New York, Dewey could perhaps be pardoned for
keeping his neck in and expressing no opinion on tough questions
of domestic policy. But, in his new role as GOP candidate for the
presidency, it Is he who is on the spot as well as the Republican
Congress. This will give the voters just the opportunity they need to
compare the two candidates in action.
The special session may also

man and the Democrats the tar
gets instead of the trigger men,

The Republican platiorm calls
for the reforms President Tru
man has asked. Republican ma
joritles in Congress plus liberal
Northern Democrats should be
abie to slam through the whole
program.
The danger comes through the
possibility of a filibuster from
about a dozen Southern States'
rights senators.
Nothing May Result
There are only two ways to
break a fillibuster. Kirst is to
pass a rule limiting debate. If
the senators are sincere about
wanting civil rights and want
ing to go home, they will vote
this through The alternative is
to keep the Senate In continuous
session until the filibustered
wear themselves out.
So, at the worst, there is the
possibility of a two weeks ses
sesion in which nothing would
be accomplished and for which
the Democrats would get the
blame.

the voters to throw all the rascals
out.
Of course. It was politics that
prompted President Truman to
call Congress back. But, if the
' American people gain something

of housing or anti-Inflation lr-gls-,

make If the motive was sordid
politics?
The program on housing
should be fairly obvious. If it is
nothing more than the 1 art Wag
ner . Blender bill, It will be
enough. This bill has already
passed the Senate but will have
to be fought through the House
again.
Must Avert Crash
The problem on Inflationary
1 controls Is more complex. If the
president asks for the unpassed
seven points of his original 10
polnt program the outlook is
doubtful. Desirable as rolled-back
prices might be. It Is unlikely
that the country is In any frame
of mind to accept subsidies or
regimentation by rationing con
trols. There Is, however, the possihil
ty of a new anti-Inflation pro
gram which would call for freez
ing price and wage ceilings at
present levels. This program is
now being considered and it
makes some sense. The argu
ments for it run something like
tnis:
The country has now been
through three rounds of wage in
creases. Coal, steel, auto, rail
road and electrical goods Indus
tries nave nad various price in
creases which more than offset
the wage increases because divl
dend payments are now higher.
Inflation has thus far not hurt
anyone par.lcularly, since Income
has kept ahead of expense tor
every part of the economy, and
there Is little unemployment. The
real danger ol Inllatlon would
come through fourth or subse
quent rounds of wage and price
rises, bucn climbing up the Infla
tionary spiral could only lead to
a boom that would make eventu
al downward adjustment difficult
without a crash.
The sensible thing to do is
attempt to hold the line on wages
and prices at present levels, and
not let them go higher.
The mechanics of such legisla
tion win De mnicujt to work out
administer and enforce. Curbs
on credit and Imposition of the

might have to be part of the
plan, for they are the keys to the
cost of living.

Western Home Building Labor Costs
Found Lowest in Salt Lake City '

SAN FRANCISCO, July 29. CP) A survey of union wage
scales indicates the labor cost of building a home In a far western
city Is highest at Phoenix and lowest at Salt Lake City.
The survey was made by the
Department of Labor as of July
1. It covered seven selected build
ing trades In 75 cities bricklay
ers, carpenters, electricians, paint
ers, plasterers, plumbers and
building laborers.
Far Western labor costs were
about midway between the high
est and lowest for the country.
The total wages for one hour
of work by each of the seven
tradesmen on July 1 was $15.45
in Phoenix. This compared with
the highest, $18,875; in Newark,
N. J., and $11.40, the lowest, in
Charlotte, N. C.
Other western cities covered
by the report ranked in .this
order after Phoenix:
San Francisco, $15,398 for one
hour of work by the seven trades
men; Seattle. $15.29; Los Angeles
$15,163; Portland, $14.55; Spo
kane, $14.45; Denver, $14.41, and
Salt Lake City, $13.35.
The survey showed the highest
hourly wage for bricklayers in
the west was $3.00 at Phoenix
and the lowest $2.25 at Spokane
and Salt Lake. This compared
with the national high of $3.20
at New York and the low $1.75
at Charleston. S. C.

San Francisco an low of $1,825
at Salt Lake; National high $2.

Seattle down to $1,275 at Salt
Lake; national high $2.25 at
Newark, low $0.75 at Charleston
and Jacksonville, Fla.
