Huge Overdose of Political Venom

With President Truman's recall of Congress, the boobyprize
campaign will begin In earnest. Right now it loeki ai If the Preii
dent had Congresi over a barrel. But it li certain that the Republt
can strateglita will do everything
maneuver backfire on Mr. Truman.
The manuever It frankly politic
ral. The president has called the
80th Congress "the worst." Now,
he says, this special session Is
"the test." He Is calling it to
get action on a lot of hot-potato
Issues like high prices, housing,
civil rights and minimum wages.
These are urgently Important
measures left among the 80th
Ctniri s ' unfinished business.
But tney surely will not be con
sidered with the statesman-like
deliberation that they deserve, If
indeed they are considered at all.
Mr. Truman Is making the rec
ord of this Congress the principal
target of his campaign. And Its
unfinished business will be the

Can Aid Truman
All that a president can do, of
course, Is to summon Congress
Into special session. He cannot
force the members to act once
they have assembled. He cannot
prevent them from adjourning
the day alter they meet.
But If Congress adjourns wltlv
out action, Mr. Truman will have
won his point If It falls to con
sider major legislation, or defeats
any or all Important bills that are
presented, he will have scored
again. And If the legislators
should pass civil rights bill, or
up the minimum wage to 75 cents
or pass the Taft-EUender-Wagner
housing Dill, or Impose any sort
of price control, he would un
doubtedly take credit for It.
The Republicans' difficulty Is
that some of the things Mr. Tru
man asks are also In their own
platform. But, with the excep
tion of civil rights, they are also
responsible for the lack of action
on them.
If this Republican Congress
does anything, It will probably
draft bills to cover tome of these
Important matters, In a recog
nizably Republican pattern, and
then wait hopefully for Mr. Tru
man to make a mistake. For then
It would be the wisdom of Con
gress against Mr. Truman's wis
dom. And unless the new laws
were grossly inadequate, the Re
publicans would probably not
only defend them vigorously but
also attack the president for try
ing to dictate to a body which,
in the end, has greater authority
than his own office.

flying thick and last from both

Since the campaign will be hitter
enough at best, and since critical
world events, which take no time
out for American politics, will be
demanding our highest govern
mental wisdom, It may be best
to hope that under the circum
stances the session will be brief.

Delegates Report
On Convention
Of Active Clubs
Traveling a total of 1126 miles.
Ken Atterbury and Bob Llgett
returned Monday from Calgary,
Canada, where they attended as
delegates from the Roseburg
Active Club, the International
convention.
Reports of the convention were
f;lver. at the club's weekly meet
ng Wednesday night at the Del
Ray Cafe. Atterbury reported on
the business sessions, while Llg
ett reported on the trip and
social portion of the convention.

was elected International Dresl
dent; Marv Vaster, Eugene, first
vice-president, and Joe England,
Spokane, second vice-president,
said Atterbury. Other phases of
the convention, of special inter
est to the club, were told.
Llgett said that the trip toj

Ida., and thence into Canada, re-
auired beyond the Canadian bor

turned by traveling directly south
from Calgary to Montana. Road

they witnessed enroute. Game, he
reported, was plentiful.

night, business was held to a
minimum, and after the report !

was turned over to Roy Byrd, !

Flowers were ordered sent to
Dick Gilman, who underwent an
operation In Portland this week.

PUD Purchases Systtm
In Eastern Washington
WENATCHEE. July 23. .f
The Cbelan County Public Utility
District yesterday announced pur
chase of the Eastern Washington
distribution system of the Puget
Sound Power and Light Company.
The PUD paid $8,131,000 for
the system, PUD Commissioner
Klrhy Billtngsley said.
The sale Includes all distri
bution properties in Chelan,
Douglas, and part of Grant coun
ties, he said. The Rock Island
Dam, Tumwater Canyon Dam,
and the 110-KV line to the coast
are not Included.
The purchase was financed
with revenue bonds..
Dewey Joins in Effort
To Break Berlin Blockade

Gov. Thomas E. Dewey said he
is cooperating with the Truman
administration In trying to find
a way to break the Russian block
ade of Berlin without taking
action that could lead to war.
The Republican presidential
candidate told reporters he is In
frequent communication with
John Foster Dulles, his foreign
affairs adviser.

State Income tax collections in
the fiscal year ended July 1
totaled $47,439,095, the highest
total in history.
The amount was 41 per cent
greater than in the preceding fis
cal year, and nine times as great
as in 1940, the State- Tax Com
mission said.
