The following statement concerning
his candidacy for nomination fur state
representative on the Republican ticket
was submitted by Paul E. Gcddes, above,
and does not necessarily signify endorse
ment by the Roseburg News-Review.
"I did not choose to become a
candidate for this position but ac
ceded to the urging of various
people whom I esteem highly. If
I am elected.lt will be because
of the efforts of such people in
my behalf rather than by my own
efforts. I do feel that it is a civic
obligation for one who has en
joyed and benefited from the
many advantages of living in
Oregon, and specifically Douglas
County since 1912, to at least be
willing to take part in the activi
ties and procedures involved in
lawmaking and furtherance of
good government, even though at
a personal sacrifice.
"I have been vitally interested
in various measures which seem
to me to be necessary for the con
servation of our natural wealth
and resources and I feel that spe
cial attention should be given to
our tax surpluses and the with
holding provisions of the state in
come tax laws. Jf I am elected I

will make a thorough study of
such problems and support such
legislation as I believe will be of
the most lasting value to the larg
est portion of our population.
"Residence in this county since
early childhood, observation of
legislative procedures since at
tending Willamette University
College of Law, (from which I
was graduated In 1930), and the
general practice of law represent
ing all types and classes of busi
nesses and people, have given me
a broad viewpoint of the prob
lems of this vicinity.
"Among other activities I have
served as county chairman of the
American Red Crqss president of
the County Republican Club; trus
tee of the Methodist Church;
president of the Kiwanis Club;
director of the Chamber of Com
merce; member of the Boy Scout
Board and other community serv
ice committees; deputy district
attorney; legal representative for
various school districts, and at
present I am Roseburg city at
torney, and a member of tho
State Board of Bar Examiners.
"If elected, I will conscientious
ly attempt to represent the best
interests of the people of this district."
Rural School Board Loses
In Ruling on Money Suit
SALEM, Ore., May 19. ()
A county rural school board can
not bring court action to recover
funds from tax property sold
below the actual value, Attorney
General Neuner ruled today for
the State Department of Public
Instruction.
The question arose in Lane
County, where it has been charg
ed that the county lost more
than 2,500,000 through sale of
timber lands which had not been
appraised and where the timber
had not been cruised.
The Lane County rural school
board wanted to sue the county,
because 80 per cent of funds
from the sale of tax lands is
given to schools. But Neuner said
the board can't sue.
