Training Topic Of
Amacher's Address
Switzerland's unique independ
ence in Europe may be attributed
in part to its system of universal
, military trahiinR, said John
Amacher of Winchester, w ho told
the Roseburg Active Club Wed
nesday night, of his trip to his na
tive land last summer.
Switzerland is located in the
heart of Europe, Amacher said.
The country controls the moun
tain passes over the AIds and has
guarded and fortified the passes
since Roman times. Napoleon, in
1794, is the only invader who
ever overran portions of the
country.
Amacher told the Active Club
how he had served In the Swiss
Army between lflj.4 and 1918 in
the mountain Infantry. He aided
in the construction of trenches
and fortifications on the Swiss
German frontier during the first
World War.
Amacher's talk to the Active
Club was sponsored by the Re
serve Officers Association, as part
of its observance of National Se
curity Week, Feb. 12-22. The
speaker was introduced by Capt.
Leo Young, chairman of National
Security Week activities In Rose
burg. "The Swiss today could put tv
quarter of a million men on their
borders In two hours," Amacher
pointed out. Of the nation's five
million people, 800,000 serve in
the Army, while everyone from
10 to GO has assigned duties dur
ing periods of crisis, he said.
In Switzerland, Amacher said,
all young men want to serve in
the Army and during his recent
trip, he did not see "one single
person who seemed dissatisfied"
at having to serve his country
when It became necessary.

Employment In
Douglas Held Down
By Bad Weather
Bad weather is still the major
factor for continued unemploy
ment in Douglas County. sn(d
George Foster, manager of the
Oregon State Employment Serv
ice here.
During the past week, 831 per
sons visited the local employment
office, with approximately half
of these filing claims for unem
ployment compensation, he said.
Logging operations in the Little
River ana Sutherlln areas being
snowed-out was the principal rea
son for the filing of 65 new claims
for unemployment compensation,
Foster said.
Despite the lack of general em
ployment possibilities, 38 persons
were aided In securing Jobs. A
number of the Jobs were In the
construction field and several
were In clerical and sales classi
fications. Job opportunities remain at the
same level as last week, with 63
openings on hand. One-third of
these are for workers in the
skilled bracket One-third are fe
male positions in domestic and
clerical work, and the balance
are scattered over the entire field.
Based on reports received from
the larger lumber firms in the
area, it is believed that 1948 pro
duction will exceed that of 1947
I by a comfortable margin, Foster
said.
This condition should provide
employment for a large number
of people, he added.
The reports reveal that the ma
jor hindrance to increased pro
duction is the housing problem
that confronts the area. Another
problem is that of the migratory
worker, who is now employed in
inside work, but who will leave
when the weather clears up for
the various agricultural harvests.

says that so far as he knows
there's nothing in reports that
the Russians have been putting
out peace feelers In Berlin for
a settlement of the "cold war"
with the II. S. A.
Well, if the General doesn't
know about them It's a safe bet
there haven't been any, because
he would be about the first man
informed of any such momen
tous development. As a matter
of fact It's hard to see what pos
sible basis there could be for
thinking Moscow was making
peace overtures.
Why should Russia want peace?
By waging a carefully planned
"cold war" of aggression (and
sometimes not so cold, at that)
she has brought virtually all of
eastern Euroe and part of cen
tral Europe under Soviet domin
ation. At tne same time she nas
extended her influence over
Manchuria and a great section of
Northern China and Just now
has virtually annexed northern
Korea.
Meantime in other countries,
not excluding the United States,
Soviet agents and native adher

fist have been giving demonstra
tions of what Communistic inten
sive organizations can do. So
taking it the world around, the
Bolshevists would seem to have
done fairly well for themselves
on paper. Why, then, should
they suddenly sue lor peace;
Two Roads Open
In answering this question we
must remind ourselves again
that the cold war wasn't of spon
taneous origin. As this column
has pointed out before, It Is a

never will cease until either (1)
Communism succeeds In overrun
ning the world, or (2) the Red
advance is halted by a material
barrier like the Marshall plan,
for example.
it Is true that in Europe the
Communist drive has slowed
down to a crawl. However, this
is due to the fact that Moscow
already has taken over all the
countries in which it had armed
forces and thus is in complete
control.
No, I don't believe that Mos
cow is suing for peace. It might
well be that the Soviet Union
will reach a point where, for a
change, It will be willing to make
a concession here and there.
However, such concessions won't
be for altruistic reasons but to
provide easement for Russia in
some situation that is worrying
her.
Communism is out to destroy
"capitalism" and establish totall
tarism everywhere period.
Oregon now has more than a
hundred teachers specially train
ed to teach driver training in
high schools, according to the
Oregon State Motor Association.
