The Douglas County court in declaring itself "definitely
and unalterably opposed to bond issues for road purposes,"
in a statement prepared for submission to the legislative
interim committee studying Oregon highway needs, has, we
feel, gone out on a limb unnecessarily.
As the statement has not yet been formally submitted, we
would urge that the language be toned down to express oppo
sition to a bond issue, unless no other satisfactory means of
finance can be found.
We, too, oppose bond issues in general, but there are times
when they have certain advantages, and this could be true
in connection with the Oregon highway system.
The court suggests a pay-as-you-go program, which would
involve a small millage levied by counties but to be paid out
of income tax revenues andor by additional gas tax fees.
We believe this a commendable program as long as we have
income tax surnluscs. But operation of such a program is
dependent upon the ability to
ability to "go." Nothing, we believe, Bhould be permitted to
interfere with the earliest possible completion of our major
highway system on the most modern standards, and, :t bonds )
are required to speed completion of our highway program, I
then, in our opinion, we snouia noi nesiuue xo auuiuruu
bonds in the amount needed for the purpose.
A good I-usine.ssman does not shun borrowing money when
by incurring debt he can increase income enough to meet
interest and principal payments while retaining satisfactory
profit for himself. Good business practice nhould be con
sidered in connection with our highway program.
Modern major highways mean that more tourists will use
our roads thus producing more gasoline tax revenue. Mil
lions of dollars of investment money awaits relocation and
reconstruction of the Pacific Highway. Just as soon as the
Pacific Highway is rebuilt to federal regional highway
standards, we will see immediate construction of new motels,
auto courts, and other badnesses catering to tourist travel.
Industry will expand and businesses will grow in propor
tion to highway improvement. Many new jobs will be cre
ated, bringing added prosperity to communities abutting or
adjacent to the highway.
We are greatly concerned with construction of a commer
cial highway from the interior of the lTmpnua lasin to
encourage expansion of inland lumber manufacturing, which
at present is fearful of entering a territory dependent ex-ja

There are, of course, economic and manpower limitations
to liow rapidly we can rebuild our major highways and con
struct essential new roads. Furthermore, we are in a period
of hitch labor and material costs. Vet this also is a period of
cheap money and low inkrest rates.
But because of the importance of our highway program'"1"' ''"

jobs, industry find business, and the effect upon bringing
investment money into productive uses, we believe our high
way construction program should be rushed to earliest pos
sible completion. If we can raise finances to pay for con
struction as rapidly as contracts can lie executed, then a
pay-as-you-KO plan is by far the most desirable method, l'.ut,
on the other hand, if the pay-as-you-go plan will delay re
construction of major highways and building of other needed
roads, then in our opinion we should not hesitate to issue
bonds. Kenefits to be derived from early completion would
more than offset lxmd costs.
We join heartily with the county court in favoring pay-as-you-go
as lmig as we can "go" at full speed. I!ut we believe
the court should modify its language to favor supplemental
bond issuance as an alternative if completion of needed high
ways would otherwise be delayed.

given $22,000 to the Territorial
Centennial Commission to help

and a map of the Oregon country.

point will come August 14, the
centennial anniversary of the
passage by Congress of the act
creating Oregon territory. On
that day there will be a banquet
in Portland attended by the gov
ernors of the five states which
were a part of Oregon territory.

William M. Norris, who oper
ated a variety store at Oakland
for many years, died at his home
at Cottage Grove Thursday morn
ing at the age of 79. He was a
member of the Thristian Church.
The widow, two daughters, Mrs.
Velma Ocumpaugh of Cottage
Grove and Mrs. Mabel Welch of
Seattle, and one son, Walter Nor
ris, Sutherlin, survive. Burial
will be at Fair Oaks Cemetery
Saturday, Jan. 17, at 3 o'clock.
