Anti-annexationites are well pleased by results of the
recent annexation election, in which all proposals to unite
suburban areas with the city were soundly defeated. Writers
of "Ix-tters to the Editor" convince us, if we-may be tr
doned for using Louis "Levity" Rcieenstein's type of pun,
that neither KoHcburg's skirts nor outskirts are clean. Be
cause some of our correspondents seem to have doubts that
their letters will be published, let us hasten to state that no
letter has been or will be rejected because it contains con
structive criticism.
On the other hand, we will never settle community prob
lems by the pot calling the kettle black. We have a serious
condition to be considered. It is true that within the City of
Roseburg are to be found weaknesses in our sewage and
drainage system, but these are isolated rather than general.
They do not compare with sewage in open ditches, within a
comparatively few feet of the highway and a public camp
ground, nor raw sewage seeping to the surface through
cracks in black mud in grounds surrounding fine new homes,
as happens in the summer months in not one but several of
our newly developed suburban residential tracts. Name call
ing will not solve the problem, nor do such tactics maKe solu
tion easier. Discord may be created with little el tort, bin
hard work is required to promote harmony and cooperation.
The annexation issue is not dead. It will be revived and
soon. Volinir nrobablv will be by smaller areas for the pres
ent, but we predict it will not be many years until all ine
districts recently rejecting annexation reverse meir decision

P.ut one thing should be made clear. No district can be
forced to Bnnex itself to the city. Nor, on the other hand, is
the city required to accept any district wanting annexation
Some neonle have been ed to believe Koseburg wants more
territory to improve its tax situation. Nothing could be
further from the truth. No matter how much territory m
added nor to what extent valuation is increased, the city s
budget, in dollars, cannot be raised more than six per cent
annually exeetit bv vote of the people.
U't us presume, for example, that Koseburg s Hunger is m
the sum of $100,000. Next year we could raise only iuu,wuu

unless voters authorized an increase over the constitutional

Annexation does have certain advantages accruing to the
municipality. Among these advantages are greater shares
of state motor vehicle license and tax revenues, liquor pro, un,
..t,. distributed on a basis of population. Increased popuia
tin., would attract new business and industry of the type
governed by the sir.e of the community in which operations
or agencies are authorized. Some national concerns, for in
stance, will n.it enter a community having less than 10,000

hllinltv as a whole, exceeds 10,000, the city proper will mil
show such population in the official census ligure
P.ut the nut-amount issue is one of sanitation.
There no longer is ndequate building space within tne
present city boundaries. New residences have crowded into
our suburban areas until a most serious health hazard has
been created. Suburban growth continues rapidly. Installa
tion of sanitary sewers is an absolute necessity. Sooner or
later the suburban districts must install sewer and facili
ties for sewage disposal. The most convenient method is
through annexation, but if residents of those districts pre
fer to do it the hard way, nothing can stop them from se
lecting their own method. They can be annexed only when
they petition for annexation and when the majority vote is
favorable. . ,
An effort was made to bring into the municipality the
territory which SllOl'1.1) be embraced if we are to have
efficient, long-range planning. This effort failed. The next
step probably will be a series of small annexations, one am-.
