This i.s the time of the year to make mitri.-estion.s, take in
vntnry, and plan for thu forthcominjf twelve months. Jn
riiviilually. as families, as business operators and as gror.p.s
.'e will plan projects for the year of 1948. We hope our
municipal government will give consideration to some sug
pc'.st:ons concerning possible New Year projects.
We have been trying for two or three years to gi t shades
ii stalled on the spur track crossing lights at Winchester
and North Jackson streets. A few years ago, following a
serie.-, of accidents at the crossings, we had u hand in por
r.iadmg the council to install street lights to illuminate the
traek, eo passing trains could be seen by motorists. Without
ligh it in almost impossible to' nee railroad cars on the
tracks, as lights from approaching vehicles are set too low
t illuminate the sides of freight cars. The presen: street
li;rhti are a great improvement, but a far greater safety
fictor could be provided at very little expense.
As an automobile driver approaches the crossings he is
ptrthily blinded by the street lights until he reaches the
center of their cone of illumination. Thus he has little dis
tance in which to stop his vehicle if the spur track i.s oecu
p;ed. By installing an inexpensive shade on the approach
ide cf the street lamps, the driver would be able to see
obstructions on the railroad track while a block or more
away. It should not cost more than $10 cr $20, including
materials and labor to make these installations, which might
result in saving lives.
We have previously suggested, and would like to urge
again that the city cut back curbs along N. Kane St. from
Poug'as to Oak streets to provide additional parking area
close to the business district. Kecau.se of the congeste'd con
dition of that street, the city recently prohibited parking
on the Ki.st side The several blocks now restricted to
parking, however, provide room for a large number of ve
hicle! and the space is badly needed. While the expense
involved would amount to several thousands of dollars, we
believe it would be a good investment if curbs were moved
back to the sidewalk line and the street widened.
We hope, too, after K. Second Ave. S., is improved (con
tracts for such improvement are in the hands of the State
I'ishway Commission) that the city government will con
s:der installation of stop-and-go signals at intersections
with North Jackson and Winchester streets, where one or
more collisions occur almost daily.
Readers may observo that our recommendations concern
matters only in the neighborhood in which we live or do
business. Kvery section of town doubtless contains possi
bilities for improvements small in nature but important to
safety or welfare.
Terhaps our readers would like to offer suggestions about
projects in their own residential or business districts. If so
we will gladly publish proposals containing; merit. I'erhaps
the city government w ill lie able to incorporate sotno of them
in it.-; program for the coming year.
We don't want major projects involving large sums of
money. Our proposals concerning Kane Street widening
are really more ambitious than the type of suggestion de
sired for our 1918 improvement inventory. I!ut doubtless
hundreds of suggestions are in the minds of citizens for jobs
which involve little expense but would be of general better
ment. It is possible that the city council, if given the benefit
of these ideas, will adopt some of them for corrections dur
ing the year, if time, money and manpower permit.
Let's not be critical, carping or fault-finding, but, rather
let's try to give constructive ideas. After all, it's the little
thiiijr" that count, as the old saying goes. So if you have a

Prison Sentence Meted

County farmer.

manslaughter indictment in the
death of Kobert J. Armstrong, 77,

fire-guted Armstrong; home la$i

The youth admitted striking
Armstrong when the elderly
farmer refused to give him food.

School Law Offered
An extension course in Oregon
school law and svtem of educa
tion will be offered by the Uni
versity of Oregon for teachers
who desire certification in this
