State will not accede to the re
quest! made on It, there will be a
strong conviction throughout the
i world that a great deal of our
professions are merely words."
Secret to Be Bared
At the outset of today's testi
mony, Acheson quickly settled
one Issue which had developed be-
, tween him and the lawmakers.
I He said he would arrange to
make public later secret "back
ground" documents concerning
the situation in Greece and Tur
key. Acheson testified under ques
tioning by Rep. Mundt (R.-S. D.)
that Soviet Insistence on partici
pation in the defense of the
Dardanelles Straits is one of the
"external pressures" on the gov
ernment of Turkey.
One of the primary reasons the
administration desires to provide
aid to Turkey, he said, is to com
bat "external pressure."
The under secretary added that
there are no patricufar "internal
pressures" on the Turkish govern
ment, hut It is staggering under
the load of maintaining a normal
economy while also keeping arm
ed forces In a state of semi-mo-billzation.
At one oolnt yesterday, Rep.
Merrow asked whether United
States security would be threat
ened If Greece and Turkey col
lapsed and Russia became a Medi
terranean natlion.
Acheson said he would prefer
not to reply.
Merrow: "The people of the
country want to Know whether
we are going to call the bluff of
the Soviet Union. That's why I
made the statement."
Acheson: "It's one thing for you
to make that statement; it's an
other for me."

NEW YORK. March 21. UP
The New York Times said today
that "an authentic report" receiv
ed In Washington stated that
Communist bands In Greece had
a strength of 13,000 and sought to
"cut Greece in half."
The source of the report was
not given.
The Times' story, written from
Washington by James Reston,
said the immediate military ob
lectlve of the armed bands was to
establish a corridor from the Al
banian border east to the Mount
1 Olympus area on the Aegean sea.
In such an event, Greek Mace-
donla would be sandwiched be-
tween the corridor and Aegean to
the south, with Yugoslavia and
i Bulgaria to the north and Al
1 bania on the west.

about $16,000,000,000 annually.
In the committee voting, one
Democrat Joined 15 Republicans
in supporting the legislation. His
name was not immediately dis
closed. Knutson predicted the House
will approve the legislation by a
comfortable margin, .although
Democrats on the committee or
ganized their ranks for a last I
ditrh battle.
They met with Democratic
Floor leader Sam Ravburn as
the Repbulican-controlled com
mittee went into session to ap
prove a bill calling for a 30 per
cent slash for small taxpayers
and a 20 per cent cut for most
others.
Ravburn told newsmen follow
ing the Democrats' meeting that
they felt the entire matter of tax
reduction should be deferred un
til congress has a better idea of
the nation's fiscal situation and
how much money will be appro
priated. "That will be the attitude of
Demcrats In the committee and
in the House." he commented.
The Republicans counted on
their five-man maloritv In the
committee made up of 15 Repub
licans and 10 Democrats to drive
through the Income tax cut bill.
As approved by the Republican
House steering committee yester
day, the bill gives a 30 per cent
Income tax slash to low-bracket
taxpayers and a 20 per cent cut to
most others. The original tax
cuttin" legislation was proposed
by Chairman Knutson of the com
mittee. What Bill Provides
