German Circuit Breaker
To Get Bonneville Test

a blast of air under 18 to 20 at
mospheres' pressure blows out the
arc. It thus eliminates oil stor

and extensive equipment and
space for draining and cleaning

can breakers use an air blast, too,
but not on 220,000 volts.
But breaking the circuit when
there's trouble due to lightnine
shorting across insulators or a
tree falling on the wires Is Just
part of the problem. Circuit
breakers also have to function
when the only current flowing
through the lines is that caused
by parallel conducting wires
known technically as line charg
ing current. Oil type circuit
breakers aren't foolproof on that,
and when they fall, dangerous
voltages can be built up in the
lines.
If the German equipment ope
rates cleanly on line charging
current, as well as on short cir
cuit currents. It holds promise of
endinc a headache on long dis
tance transmission.
Some of the country's top elec
trical engineers will witness the
test. The rest will get a national
committee's technical report to be
released through the Interior and
Commerce Departments.
If the report shows the German
device does what Its designers In
tended, American engineers will
be turned loose on It. Then, says
Schultz, it will really be good.
Bloody Struggle Looms
When Britain Quits India
(Continued from Page One)
tlves and sections of the British
press direly predicted that a
bloody struggle for power in In
dia would result from Britain's
withdrawal.
Lord Templewood Sir Sam

peer presented a motion last
night declaring that the end of
British rule "is likely to Imperil
the peace and prosperity of
India."
Debate was scheduled In the

NEW DELHI, Feb. 21.-UP
A highly placed official predicted
today that the whole Indian prob
lem would be dumped Into the
laps of the United Nations the
moment that Britain drops the
reins of government In June
1948.
Few observers believed It pw-
sible that the disputing Moslem
League and Congress party could
smooth over their differences In
the next 15 months to a point
where they could unite In form
ing a central government
Moslem League sources de
clared there was not Ihe slight
est possibility that anything short
of complete separation from
Hindu-dominated parts' of India
would satisfy the Moslems.

Bars Way to Accord
In Self-Government
By DEWITT MACKENZIE
AP Foreign Affairs Analyst
Mother England finally has fix
ed a date (June, 1948) bv which
she Intends to have withdrawn
from India after turning over to a
responsible native government the
affairs of state and you and I
are witnessing another epochal
event of world history.
Prime Minister Attlee's new so
cialist government has In a man
ner of speaking removed the
greatest gem of the imperial
crown and handed it back to In
dia's four hundred millions who
have been under British domina
tion for two centuries. Naturally
the king-emperor's ministers hope
that the huge dependency will
choose to remain within the Brit
ish commonwealth of nations. But
that's for India herself to say. She
is being offered complete inde
pendence. Having said this, one hastens to
note that the transaction hasn't
yet been completed. It remains
for the warring Hindus and Mos
lems of British India to bury the
hatchet and establish that "re
sponsible" government. It also re
mains for the some 600 reigning
princes and lesser potentates to
conclude agreements to facilitate
England's withdrawal.
Unity Still Lacking
From the standpoint of Indian
opportunity the set-up would
seem to be as nearly perfect as
things come In this life. However,
as Prime Minister Attlee Minted
out in the House of Commons, the
situation is fraught with danger
because of the uncertainty be
tween the All-India Coneress
Party which Is mainly Hindu
ana tne Moslem League. 1 nus tar
they have been unable to sub
merge their quarrel sufficiently
to cooperate In the provisional
government which the viceroy,
Field Marshal Lord Wavell, has
for months been trying to get In
to action.
Not only that, but the nolitlco
rellgious differences have be
come so bitter that there has been
widespread bloodshed, costing
thousands of lives and great Dror
erty damage. We shouldn't over
look: tne possibility mat India
hasn't yet seen the end of this
sanguinary strife.
Princes Promise Cooperation
The provisional government In
New Delhi Is the one projected
for British India. England doesn't
propose to force the princes to
come under rule of any govern
ment In British India when Brit
ain withdraws. The native states
will revert to Independence and
can choose their own course, al
though It Is hoped that they will
agree to Join In some sort of fed
eration with British India. As a

princes already have promised co
operation. However, the problem of work
ing out o federal government for
all India Is a mighty one, since
the princes are a proud and inde
pendent lot. In this connection
your columnist is particularly in
terested In the appointment of
Admiral Lord Mount batten as
viceroy to succeed Lord Wavell. .
It strikes me Prime Minister
Attlee has made a shrewd choice
in picking Mountbatten for the
Job of viceroy. Lord Louis, with
his roval blood and fine record of
service in the war, may be able-j
to swing the princes Into line
where another might fall.
Anyway, this is Mountbatten's
big hour and obviously there are
hopes that he also is the man of
the hour. .
