The House, mindful of recent
hotel fire disasters over the na
tion, gave unanimous approval to
a oiii to require enclosure oi an
unprotected openings in all build
ings used for sleeping purposes,
but excluding private dwellings.
The bill, which now goes to the
Senate, would give owners of
such buildings three years to com
ply. It would apply to open stair
ways, elevator shafts, dumbwait
ers, chutes, light wells and other
openings.
The House Judiciary Commit
tee recommended Dassage of bills
to increase salaries of Supreme
Court Judges from $7.50(1 to $10.-
(XX) a year, and Circuit Judges
from Sti.OOO to $8,000.
Access Bill at Issue
The legislative highway com
mittees heard representatives of
the Portland, Eugene and Salem
Chambers of Commerce endorse
the throughway bill, which would
permit the state Highway Com
mission to build roads with limit
ed access, thus curbing commer
cial develooment along highways.
Sen. McKay, Salem, chairman
of the Senate Roads and High
ways Committee, said he has re
ceived many protests against the

there's a lot of support for it.
McKay said throughways are
needed to make highways safer.
A bill to establish a six-man

ties and cities was submitted to
the Ways and Means Committee
by Sen. Patterson, Portland. The
bill would appropriate $165,000, to
pav expenses of agents who
would be located in cities where
the property is offered for sale.

All of these bills go to the Sen
ate. The Senate passed and sent to
the House bills to let the State
Board of Health accept federal
aid for cancer research, and to
repeal the law which requires
that a man convicted of a second
felony must be sentenced to the
maximum permitted by law.
Research Fund Studied
Snellstrom, Eugene, told the
Joint Ways and Means Commit
tee that the budget for the Ore
gon Forest Products Research
laboratory at Corvallis should not

Committee members said that
if the proposed 20 cents a thou
sand timber severance tax is pass
ed, the laboratory would get
plenty oi money.
But, they said. If the tax Is de-

The House completed legisla
tive action on a resolution for a
five-man committee to investigate
possible use of the hospital at
Camp White, near Medford, as a
state mental hospital.
House members appointed to
the committee are Dr. I'. H. Dam

Garibaldi, and O. H. Bengston,

Rep. Earl Hill, Cushman, a
member of the State Fish Com
mission, got unanimous consent
from the House to be permitted
to abstain from voting on a bill
which would raise salaries of
fish commissioners from $5 to $10
a day.
Hill explained there is a suit
pending in Supreme Court con
testing his right to serve both on
the commission and In the legis
lature. Highway Poles At Issue
The Senate Roads and High
ways Committee heard arguments
on the state highway commis
sion's bill to compel utilities to
use poles jointly on highways,
and to force power companies to
prevent radio interference in
their lines.
Most of the testimony was on
the radio feature, with highway
commission reprf-sentatives as- '
serting any automobile owner j
with a radio in his car has a right
to have clear reception, which I
often Is subjee; to interference
by power lines. '

The house legislation and rules
committee voted to introduce a
bill by Rep. French, Moro. to
amend the basic school law,
which was enacted by tile voters
last INovember.

wholly dependent uon income
tax revenues, eliminating prop
erty taxes for that purpose.
Whereas the existing law makes
mandatory a state contribution
of $50 per child, French's new
bill makes the $50 only a maxi
