, The public will find fault with any form of government,
and a change in Roscburg's .pattern to a city manager will
pot halt criticism entirely, That, at least, is our opinion after
brief inquiry into the city manager plan now being investi
gated as a possible improvement in our own local govern
mental set-up,
, There appears to be one universal compliant from all
cities, so far contacted, where a city manager is employed.
The city manager, It is charged, is "too tight." There seems
to be almost general agreement that a city department
finds it more difficult to get money, for what it believes to
be imperative needs, when appropriations, are supervised by
a manager than when affairs are handled by "a common
council. , r v , ,, , - ,
Last Friday we accompanied two members of Roseburg's
joint investigating committee to Bend. A plane had been
chartered, fpr the trip and, at the last minute, Ken Ford,
who was scheduled to accompany Councilman H. V. Sullivan
and EarJ, Vyiley, past president of the Chamber of Commerce,
was called away on an important business matter, leaving
a vacant seat. . . ., , . .,
After twisting our arm, threatening us with bodily harm,
and virtually kidnapping us from our beloved desk (Oh,
Yeah?) we were forced (?) into the extra seat. ; ,,. . ,.
,. An hour and 20 minutes after leaving the Roseburg air
port we reached the Bend field completing in those, few
minutes a trip which would have required from five to six
hours of hard driving by automobile. , i : .
Our pilot, George Felt, superintendent of the Roseburg
airport, took us up the North Umpqua route, over Diamond
Lake, out to The Dalles-California highway, thence north
into Bend. ,
I Words cannot describe the beauty of the Cascades under
their blanket of snow, so vastly different than in the sum
mer months. Diamond Lake, completely frozen over, except
small areas at the mouths of Silent and Short creeks, was
buried under the snow. Crater Lake hid the gorgeous color
ing of its rugged rim under a covering of glittering white,
while tle unique blue of its waters, to which we are accus
tomed, was absent, as the mirroring surface reflected back
a slate grey from the overcast of a passing storm.
Arriving in Bend, we went on a busman's holiday, visiting
the office of the Bend Bulletin, leaving members of the
official committee to make their contacts with city officers.
While we were enjoying a visit with Judge Robert W.
Sawyer, editor-manager;. Henry Fowler, associate editor,
and other members of the staff, endeavoring to get ideas
from the publishers of what we consider one. of Oregon's
best dailies. Earl Wiley came in and insisted that in return
for our ride we must join in the committee's investigation.
We were most pleasantly received by Mayor A. T. Nieber
g'all and City Manager C. G. Reiter. We learned that Bend
has had a three-man commission and manager since 1928,
Wmtit has retired a large debt, owns its own water utility,
hag a fire department with eight paid men and a police
department of like size, and that it has its own street paving
plant. , .......
Bend has a unique sewago disposal method. A few miles
out of town there is a huge volcanic fissure. Sewage is car
ried by gravity and poured into this great hole. Enlargement
of the city's sewage system is under consideration at the
present time. ,
. The committee went into great detail while Councilman
Sullivan filled a small notebook with facts and figures.
The investigation was not confined to the City Hall. The
committee went out on the street and talked to business men,
office workers, property owners, laborers, etc. Some people
were found who didn't like the city manager personally.
Some of the city employes felt that the manager, was "too
tight" in buying equipment There is agitation in Bend, we
"curried, to change from electing commissioners at large to
selecting a larger commission from wards.
Queries, however, indicated that the people of Bend be
lieve they are better served by a city manager than undet
the old common council system ; that they have had bettet
financing, better planning, more efficient operation. , '
i The findings from this investigation will be placed before
the joint committee at the next meeting. .
Personally, we had a swell time. We particularly enjoyed
the ride and George Felt's superb handling of his ship. On
the return flight we crossed from Bend to Eugene skirting
the summit of the North Sister at almost 10,000 feet, flying
above a mass of fleecy clouds
opening for a view of the ground.. v ... ,
Leaving Roseburg at 10:20 A. M., we were buck on the
Roseburg airport at 5::l" 1. M. By ground travel we would
probably have lost two days from our work.
The most gratifying part of our trip was the knowledge
that the investigating committee, headed by Councilman
Walter Fisher, is intensely serious in its assigned task and
is endeavoring to produce the
