THE big Issue in Washington at
the moment is the FEPC
the Fair Employment Practices
Committee, which seeks to make
black and white equal in America
by law. It Is one of those Issues
that Involve a lot of oratory and
arc more concerned with vote get
ting than with the practical solu
tion of problems.
There's a 'lot of justice in the1
theoretical purposes of the FEPC.
Whatever else may be said on the
subject,' the colored man Is cer
tainly entitled to work on a plane
of complete equality with the
Ivhite man. If he has the same
skill, the same adaptlbtlily and
the same degree of application
to his job, he should be entitled
to the same wages. Common sense
and fundamental fairness tell us
that in no uncertain words.
But when you try to FORCE
such things by law, you run into
a lot of human nature.
THE time will undoubtedly come
when there will be no discrim
ination in employment In America
because of color. The time may
come, in some distant generation,
when white and black will mingle
without prejudice.
But It's a fairly safe guess that
lliese things won't be brought
about by a hard and fast law that
says It has to be NOW.
(It seems probable, incidentally,
that the FEPC will be stalled off
instead of settled now. The most
likely solution is an appropriation
that will enable the controversial
committee to drag along for an
other year without money enough
1o do 'much more than barely
exist.)

Three drownings in as many weeks in the Roseburg area
should serve to impress upon our minds the importance of
observing water safety rules. These tragic deaths undoubt
edly -will frighten many parents into denying to their chil
dren the natural enjoyment to ;be afforded by water. Doubt
less some parents, while trying to save their children from
similar fate, will instill into youthful minds a sense of fear
which can be overcome only with great difficulty, if at all.
Parental training with relation to water safety should not be
directed to creating fear, we believe, but, rattier, -should
be turned to building realization for the necessity of caution.
There is an affinity between small boys and running
water. It may be a most

Water is dangerous, yet .our rivers, lakes and beaches af
ford us opportunity for unlimited recreation. The danger,
however, results principally from failure to observe well
established rules of caution. .-i.-
In nearly every drowning accident we can recall the source
of the tragedy lay in yiolation
safety. One of the principal

capable swimmer present. This year's three local tragedies
resulted from just such situation. Another frequent cause
of drownings is that of physically unfit persons taking
greater chances than their condition will permit. In recent
years there have been several accidents in Douglas county
where men and boys with weak hearts died from attacks
induced by over-exertion or shock. There have been sev
eral fatal accidents to waders who, unable to swim, failed
to select safe water and stepped off ledges into deep water.
We believe every child should be taught to swim at the
earliest possible age. Thereby he has the best insurance
against drowning. Today's children have far greater op
portunity to loarn to swim

Insofar as we can recall, there has never been a fatal acci
dent during any period of supervised swimming in Douglas
county. Supervised swimming now is being conducted as a
part of the Roseburg Recreation program.

should know his physical limitations and avoid over-exertion.

will lose his fear of the water and will obtain a measure of
confidence which may save his life in some future emer
gency. There is a vast difference between caution and fear.
Every possible effort should be used to prevent children
from becoming afraid of water. But, on the other hand,
a spirit of caution must be instilled ff wc are to avoid
accidents of the kind which have saddened our community
in recent days.

WASHINGTON, July 19 (AP)
Veteran of two wars, the bat
tleship Nevada absorbed damage
from a flaming suicide plane and
iive hits from an Okinawa shore
battery but stayed in the fight.
The navy today told the story
of the actions which occurred as
the famous old ship was operat
ing as part of a formation as
signed to obliterate enemy In
stallations on the island.
The kamikaze struck before
daylight March 27, ; causing 60
casualties.
Despite her damage, the Ne
vada was back in action within
four hours.
The next week, on April 5,
while still pounding away at Jap
anese airfields, shore defenses,
supply dumps and suspected
troop concentration points, a
coastal battery opened fire.
The Nevada, which cracked the
toughest installations the nazis
oould provide at Normandy,

slugged it out for 18 minutes.

They killed two men, seriously

Effective Retaliation
Experienced gunners of the
Nevada got off 71 rounds from
her 14-inch main battery alone,
and when the shooting was over,
the navy said "the target area
resembled a gravel quarry after
a weeks blasting."
The Nevada s damage was re
paired overnight, and the next
morning she was back on the
firing line.
In the kamikaze attack, the
Nevada's anti aircraft guns assist
ed In splashing two of the attack
ers before a ' Var dive bomber
streaked out of the haze apparent
ly bent on striking the bridge.
Light machine guns scored
hHs on the plane, but too late to
stop her.
Marines Die at Station
Marine gunners of the 20 mm.
battery, however, managed to
"saw off" the piano's right wing,
which fluttered into the sea. Its
course diverted, the plane crashed
into tlie main deck alt beside a
main battery turret. The seven
marines who saved the ship's
superstructure died at their sta
tions, their guns barking until

only capital ship to get under

ing water, she was beached to
prevent jamming the channel.
After permanent reDairs and
modernization at the Puget
Sound, Wash., . navy yard, she
returned to the fleet In time to
participate in the reconquest of
tne Aleutians in May, 1343. She
later was refitted at the Norfolk,
Va., navy yard, and arrived in
European waters in April, 1944, to
support the Normandy landings.

last year after reconditioning
again at the Norfolk navy yard.
Her first new assignment was
at Iwo Jima.

Carroll, started annulment pro

Convalescent war veterans have
been given the Job of recruiting
2,000 semi-skilled and skilled
workers for Oregon railroads,
Capt. Gordon C. Lynch, western
railroad liaison officer, said to
day. He reported Washington state
will require 3,000 railroaders in
the months just ahead when Pacific-bound
cargoes move Into the
