A recent issue of the Daily Journal of Commerce, pub
lished at Portland; Ore., contained a brief statement by Dr.
Paul J. Raver, Bonneville' power administrator, concerninu;
1 organization of the proposed Columbia Valley Authority. We
anticipate eventual formation of some authority, for, regard
less of whether or not we believe in federal invasion of the
hydroelectric field, the fact remains that we DO have public
power;, that there will be extensive, public expansion in
hydroelectric development, irrigation and reclamation. Be
cause we have and will continue to have such developments,
there must be some effective and efficient method of control.
But, in our opinion,, any organization should be definitely
umited and should be kept confined strictly to its own field
and; certainly should be restrained from assuming any
political' powers.
Dr. Raver, however, as we interpret his statement, would
extend the Columbia River Authority into a range of
activities widely separated from power, irrigation and
reclamation.
As quoted by the Daily Journal Of Commerce, ho says:
The proposed 'Columbia Valley Authority offers the first
real opportunity In this region to reverse the trend toward
centralization of government control in Washington, D. C.
An authority bill cart do two Important things In this
direction.
It can put control on a regional basis with representation
irum ine area concerned, and it can bring integration and
harmony Into the planning and programming of existing
agenoles and bureaus for" the development of resources of
the entire region.
Existing' government agencies, such as the Bureau of
Reclamation, the Army Engineers and the Forest Service,
have an Important place In the development of the region
and should not be destroyed!
The tremendous potential volume of energy of the
Columbia river should be harnessed for all it Is worth and
used to replSoo exhaustible forest, oil and coal resources.
The problems and planning Involved in the fullest possible
i development of our Northwest resources are so complex
that to let five or six bureaus handle it without coordina
tion is not only Inefficient- government, it Is Ineffective
I government.
! The main requirement' ij the setting up of a new agency
responsible not only to Congress but' to the people an
agency with power to control the timing and the planning
of the program and to integrate the budget. In that way the
fihger of' responsibility can' be put In ono place.
Although Dr. Raver states that the Bureau of Reclama
tion, the Army Engineers and the Forest Service should
not be destroyed, we interpret his statement to indicate tlmr
ho proposes they be brought under control of the Columbia
