The past was not all good,
the present Is not all bad. The
dim and rosy light of memory
often bathes the past In colors
far too fair. Evil is obvious,
good often is obscure or hid
den. It is too late to Improve
upon the past, It Is often too
soon to prophesy what the fu
ture holds. Today is the day
and It Is our day for weal or
woe. We receive today from
the rough hands of those who
ran before us, and then we
run. But we start exactly
where the preceding genera
lion left off. Will we bemoan
all modern trends and shield
our torch from every threaten
ing gale? Flame burns fierc
est when athwart the wind. An
acquaintance once received
from a friend the figure of a
torch-runner. But, the torch
had been broken off in transit,
and the runner held majestic
ally aloft only the broken base.
Could it be that sometimes we,
running over confidently, have
lost the flame, and race with
only a broken remnant in
our hand?

WASHINGTON, April 13.
(AP) -Secretary or War Stim
son said today that Japanese
troons had cut the road between
Imphal and Kohima and "are at
tacking both towns." I
He observed at the press con
ference where he made the dis
closure that "it Is not too diffi
cult" for troops to penetrate in
areas of the hills and Jungles. A
linear defense at Imphal, he said,
could not be employed, but , it Is
possible in such fighting to re
tain certain strong points of de
fense. Thus far, he added, Brit
ish and Indian troops are. hold
ing the strong points.
He said that "substantial re
serves of men and weapons are
available" In the area.
The war secretary, however,
avoided predictions on the out
come by saying that "in the mid
dle of a battle there Is never itny
thlng to bo gained by predic
tionsdeveloping facts best speak
for themselves."
More than 26,000 Japanese have
been killed in fighting the South
west and Central Pacific during
recent months, Stimson said.
Stimson said these Japanese
casualties were all counted dead
and "do not include those who
died of wounds and of disease
behind the enemy lines or were
given mass burial" by the Japan
ese before American forces pene
trated former enemy areas. Like
wise, the totals do not Include
those who died on ships and
barges attacked by the allies or
who met death in air raids on
Japanese installations.

Britain and the United States
toughened their policy toward
neutrals today by' tightening the
Irish blockade- with reduced
steamship service, protesting
against increased Turkish ship
merits of chrome to Germany and
condemning the Spanish seizure
of allied oil stocks In Spanish
Morocco.
The ministry of war transport

Britain to Eire would be cut aft
