Coal Delieveries in
Oregon to go on
Restricted Basis
SEATTLE, Sept. 18. (AP)
Restrictions on coal deliveries
will start Monday in Washing
ton, Oregon and the 10 northern
counties of Idaho.
A priority system, under which
first call for supplies will go .0
industrial, commercial and indus
trial users who must keep their
operations going, will become ef
fective at 12:01 a .m. after mid
night Sunday .They may obtain
season's supplies, but no more.
"The idea is the same now un
der firewood priorities, and the
coal priority system will operate
the same way," James C. Scully,
regional OPA fuel rationing rep
resentative, announced. He said
the step was not rationing.
Next in line after the commer
cial and industrial users, In the
order in which deliveries will be
made are:
1. Domestic users of coal and
wood whose supply on hand,
both wood and coal, is less than
nne-fourth their annual- needs.
They may have enough to bring
their supply up to one-fourth.
2. Domestic users who have
one-fourth or more but less than
one - half their annual needs.
They may order up to one-half.
3. Consumers who have one
half or more, but less than their
year's needs, may order up io
their annual needs.
4. Consumers who need coal
and wood but who use fuel oil,
gas or electricity primarily, may
order enough to fill their annual
needs.
No consumer may order more
than what he needs for a year.

(AP) A War Labor board pan

cases appealed from the west
coast lumber commission.
Representatives of the Ana

also heard arguments on a com

More Manpower

WASHINGTON, Sept. 21 (AP)
"Hereafter, Chairman Donald
Nelson of the War Production
board has decreed, no govern
ment contracts requiring addi
tional manpower may be placed
on the west coast without his
specific and personal authority.
The order, made public last
night, gives only the factor of
timely delivery precedence over
elfeciive use of labor resources
in determining how and where
war contracts shall be awarded
or revised. In this respect it ap
plies to all parts of the country.
Nelson's order was accompa
nied by an explanatory state
ment from Tudor Bowen, direc
tor of WPB's procurement pol
icy division.
"As insufficient manpower is
hurting production procurement
agencies are directed not to place
contracts in areas of acute la
bor shortage, notwithstanding
the existence of facilities capable
of doing the job, whenever it is
practical to place the contract
elsewhere," it said.
"Whenever demand for an item
diminishes, contracts will be ter
minated in labor shortage areas
before other areas, thus releas
ing labor for more important
jobs in the places they are most
needed."

His gun, and his dog. Two of man's dearest
possessions solaces in hours of trouble,
gladsome companions in days of joy. Next to
kith and kin, a gun and a dog cling closest to a
man's heart. Yet, there comes a time . . .
when even all of these must be forsaken,
guess that time is here, Pooch.

How often when the going is tough through
mud and slime, or snow or sand, do you sup
pose this young soldier will think of that dog
of his, lying as he will perceive him beside
the fire, with his eyes raised hopefully to his
master's face, eager for a casual word, a
friendly ruffling touch?
Don't you suppose the Garand or Spring
field, with its menacing feel of chill death to
human foe, will at times be transformed at
memory's whim into the sleek, balanced lines
of that sporting gun of his?
That is ... it and the dog WERE his. Where
do you suppose they are now? "I wonder if
the purp thinks of me now and then."

The trail this soldier is taking is long, long
er than those ho has followed in the hills at
home. It is tortuous and rough and galling,
beyond anything he has known or dreamed,
and it leads to the portals (and perhaps
through them) of a far, strange country
whose name is Eternity.
Whining, shrieking things pass over his
head, unseen, faster in flight than any bird,
deadly things, such as were not known in the
fields back home, ghastly things of death har
rowing to a soldier's soul; when he's all
alone, you might say, without his dog. "Do
you suppose the old fellow could point this
game?"
Well, my soldier friend, should you find
at the end of this trail that which all of us
must find sometime, somewhere, somehow
I hope that four-footed pal will come in fancy,
creeping to your side, nuzzling you with cool
nose comfortingly and so re-assuringly, as
though he would say: Everything is all right,
Master. Here I am. We're together again.
What-else matters now? What else, indeed?
"You can trust a dog's love. When he loves
you once, he loves you forever."
In that celestial Country Beyond of eter
nal happiness, where there is said to be per
fect joy and utter bliss, surely surely a sol
dier may hope to find his dog.
