Two other reapportionment
measures previously were drawn.
Multnomah county would re
tain seven senators and 13 rep
resentatives under Wallace's pro
posal. The reapportionment plan
of Rep. R. L. Neuberber (D.,
Multnomah) would increase the
Multnomah delegation at the ex
pense of up-state counties. An
other offered by Rep. E. W. Kim-
beiiing (It., Grant) would not
change Multnomah's delegation
but would give each county at
least one representative.

tee. The bill provides that an em
ployer must have been under the
terms of the law lor three years,
instead of one year, before being
able to take advantage of the
merit rating provision.
This provision, which labor
seeks to have repealed in a bill
introduced In the house, provides
that employers who have dis
missed lew employes during the
past year may make smaller con
tributions. But if today's bill is
passed, the employer's employ
ment record for . the past three
years would be considered.
To Alter Death Proof
Presumption o death after
long disappearance must be es
tablished to satisfaction of a jury
by terms of a bill now being con
sidered by the house committee
on the revision of laws.
Seven years disappearance now
constitutes reason tor having a
person declared legally dead.
Another bill would establish
that when man and wife are
killed in an accident, they can be
presumed to have died simultan
eously. Under common law, the
woman is presumed to have died
first, so that the husband's heirs
inherit the estate.

$11,350 a year.
A bill to give the public utili
ties commissioner power to fix
contract rates for hauling of fuel,
gravel or logs in special carriers
was Introduced in the house by
Rep. J. S. Greenwood (R., Clacka
mas). Greenwood also Introduced a
bill to authorize the state high
way commission to contract with
municipalities for construction
and maintenance of city streets.
It provides that no more than
