was recently made nf 1X17 at
tempts at suicide In the cily of Cin
cinnati.
Tho period of tho etudy covers
ten years, from J927 to 1036. The
cases were those dealt with In the
Cincinnati General hospital. The
author of the study was Dr. Philip
Piker. This study reveals:
Suicidal attempts occur In a
great variety of individuals under
a variety of circumstances. The
common explanations of why a
Riven Individual tried to "do away
witli himself" are usually super
ficial and without worth.
There appears to have been lit
tle correspondence between eco
nomic fluctuation and suicidal ac
tivity, though the rate has In
creased consistently during the
past decade.
Contrary to the common im
pression negroes, at least in Cin
cinnati, are quite hs likely to at
tempt self-destruction as are white
persons. In this study tho rate for
negro women was exceptionally
high.
the suicidal activity among the
single, the married and the wid
owed varies but little, but that
aiming tho divorced Is several
times as great as In tho other
three groups.

the reason most commonly given
for the attempt at suicide. Men are
more successful in their attempts;

armament plans which uro being
formed in Washington.
Aviation and national defense
are highly profosslouul subjects.
Whether wo need 2000 now planes
or 13,000 to derond us is a matter
for tho experts lu military and na
val science. As the government
spends a vast auin of money on tho
navy and tho army, one would sup
poso that our oxports in military
und naval aviation would be found
there. But Major Williams tells
us, and It is his business to keep
informed about such matters, that
tho exports of the army and navy
have not boon consultod.
This is a very disturbing and
allocking revelation. If the ox
ports of tho army and navy huvo
not been consulted about tlrts

lots a year in our colleges, th'ell
tho question arises who is being
consulted? Who are tho exports?
And where did they get to bo ex
perts ?
Wanted: Some Answers -
There are stories going around
that tho army and navy are not In
sympathy wilh the immense pluns
for war preparation emanating
rrom Washington. Is this true or
not? I heard It stated by navy
men when lust year's e;reat naval
plans were before tho senate that
those plans did not origlnato In the ;
navy. If not, then where did they j
originate?

think about these plans. No one
has a rlRht to Interpose himself
between congress and the navy and
prevent the supply of technical ex
pert advice flowing from the navy
to coneress when il deals wilh na
tional defense.
Ono newspaper, an ardent admin
istration supporter, approves tho
aviation program but asks why the
training of aviators is to ho turned
over to the National Youth Admin
istration? The answer is quite sim
ple. The National Youth Adminis
tration is a relief agency Tho
funds for it come out of relief
tuuds which are in the hands of the
president. It anil its funds are not
controlled hy congress under the
present set-up. The president can
act as he chooses without going to
congress.
One-Man Control
If It Is put under the National
Youth Administration, the presi
dtnt can run it as if It were his
personal property without asking
anyone's advice. lie ran establish
it without asking advice or author
ity. Hut if it were to .be made
an army and naval function, con
gross would have to approve it and
appropriate the funds for It. And
the less congress has to do with
this ami ail other matters, appar
ently the better the administration
likes It.
There the president can intro
duce into our colleges a vast pro
gram of military or aviation train
ing .without so much as a by-your-leave
from anyone.
Hut this is not the way of re
publican Governments. Nor is it
the way ot wisp gmcrninents. Il
all smacks of the destruction cle
ment of haste-hurry. Hurry to
meet some mythical enemy hover
inc somewhere off our shores.
Therefore. . without calling in
uenerals or admirals or other ex
perts, we shall rush off into a wild
aviation scramble, (or pome .ur
IHise or other, only, some years
hence, or when we need the planes,
lo he forced to unscramble the
mess, as we are now confronted
with unscrambling the 'V. mess
und the social security mess.

OTTAWA. Jan. 12. (Canadian
Press) The governor-general of
Canada, 1ml Tweedsmuir. open
ing the dominion's parliament to
day, declared: "Conditions of mod
ern warfare make it imperative that
Canada's defenses be materially
strengthened."
Sketching In broad outline a pro
gram to be presented by the Domin
ion government for unemployment
relief, farm aid and other problems,
Uortl Tweedinulr said a vigorous
policy would be pursued "to sale
guard the country from the dang
ers of attack," with special em
phasis on air defenses.
Now trade agreements linking the
L'nitcd States with both Canada
and the United Kingdom, signed
Nov. 17, taken together "constitute
a constructive contribution toward
a betterment of world conditions,"
he declared.
