President Roosevelt's $552,000,000
defense program.
.: Well-informed legislators said
today the project pointed toward
a complete reorientation of Ameri
can policies in the far east.
: The president's defense message
to congress yesterday endorsed
the suggestion of a naval board
for Immediate establishment of a
major air and submarine base on
the island onl about 1,500 miles
from Tokyo.
fSuch a base, the board said,
would:
1. Assure practical Immunity of
tho Philippines against a major
attack.
2. Reduce to its simplest terms
the defense of Hawaii and the
continental coast of the United
States. , .
; 3. Assure the ability of the
American fleet to operate with
greater freedom in meeting emer
gency conditions that might arise
in the Atlantic.
Japan Displeased
Tokyo already has eyed with an
noyance the establishment of an
American trans-Pacific commercial
airline which has way points at
Honolulu, Midway, Wake and
Ouuin. Japanese newspapers said
these islands could be used for
military as well as commercial
planes.
The airline was started late in

to improve navigation facilities at
Wake.
Under the Washington naval
treaty of 1922 Japan agreed not
to fortify Its mandated islands in
the Guam area. The treaty has
expired, and some congressmen de

Chairman Vinson (D., Ga.), of
the house naval committee said
he favored making Guam impreg
nable at the earliest possible
date. His group may start con
sideration of the proposal next
week.
On the other hand, Rep. Brew'
ster (It., Me.), who fought much
of the administration's naval ex
pansion . program last year, ex
pressed conviction the Guam pro
ject would touch off a congression
al controversy "beside which last
year's naval debate will pale into
insignificance."

announced by the examining board
to fill inspector positions in the
wage and hour division of the de
partment of labor, it was an
nounced today. Applicants must
have had responsible experience in
industry or business as an em
ployer, administrative official, or
as a recognized employee repre
sentative participating in improve
ment of walking condition; or in
state or federal agency administer
ing labor laws. Age limits are from
25 to 53 years. Full information
may be obtained from Charles
Fields or C. H. Calkins at the Rose
burg post office.
