SIX ROSEBURG NEWS-REVIEW. ROSEBURG. ORECON. FRIDAY, OCTOBER 12. 1928. The Contest for Mayor Article No. 2 By Mayor George E. Houck Tl IF. CITY has it strr-fis equipped with traffic guiflrs nnri street sins that are the equal of any city in the state, and at my request the Highway '","rr,mi,i:"n placed over HO siuns east and west of Stephen street directing to the Pacific Highway, so that Kosebur should he tle easiest town any where through which a tourist may pass without confusion. Repair of streets is an important item. When our streets were first paved no one could have antici pated the jrreat volume and weight of traffic they were to bear 16 years later. Our streets were too liyhtly constructed, and after fourteen years of wear without any serious attempt at repair, my adminis tration found them badly breaking. A small paving plant was purchased and by its use there has been about 125 tons of asphalt and many more Ions of gravel converted into pavement to replace worn out pavement. It costs in labor and material not less than $4.50 per square yard to patch pavement. To allow a street to deteriorate until repavement is necessary is very expensive, because the old pavement must be removed before new can be laid. The policy follow ed by the present administration is to cover the old pavement wtih an ample surface while the founda tion is still capable of supporting it. Some cities have been issuing bonds for repave ment. We believe our policy of repair will obviate any necessity of that kind. An illustration the block on Court street be tween Rast avenue and the R. R. track was sur faced, in this manner, at a cost of $1200, while it would have cost $5000 to repave the street. The street has been in use under heavy trucking for one year now, without appreciable wear. Bridge Construction The new bridge over Deer Creek was an ahsoluts necessity, and the vote ap- ' proving the bond issue for that purpose is ample proof that the voters realized it. We believe that the i (Paid Adv.) city secured a bridge the best possible for its money, attractive and substantial, that will endure for ages without repair. The Fowler street bridge, the wis dom of construction which was doubted by some, is proving a very great convenience, as numbers of ears and foot passengers pass there daily. The finances of the city are not a cause of anxiety to the conscientious investigator. Our tax levy is about 44 mills for all purposes, which places us in the low list compared with other cities of the state. Our charter limits us to 1 0 mills for city purposes, which has not been exceeded. All bond issues dur ing our administration have their payment on prin cipal provided and will decrease in interest and principal every year until paid. We have some old bond issues for which payment is not provided, and which soon must be refunded, and at that time should be so refunded that payment on principal will begin. There is no way of reducing taxes un less interest-bearing debt is reduced. Our cities' revenue is derived by taxation. Some have objected that the city has created no sinking fund for the payment of the bonds. One such fund was created and will meet one bond issue, but dur ing my administration the demands of repair to pavement have been so great that there is no sur plus for such fund. The laws of this state do not permit increase of levy only to the extent of 6 per cent, which is not sufficient to keep pace with the increase of expenditure of a growing and progress ive city. In our case the increase of 6 per cent amounts to little more than $1700 per year, not enough to pay two employes for one year. Our out- . standing warrants unpaid amount to $22,565.48. To pay these warrants we have last year's taxes due from the county over . $30,000. People have not paid their taxes in full, so we cannot receive it un til they do pay, hence the unpaid warrants.
