A CZAR FO ; Tho movies having their Hayes and the baseball profes sion having its Landis, it is argued that Wall" Street must join the procession and have a dictator of ethics all Its own, The question has just been raised' by the Magazine of Wall Street.:; . ' : , ! ' . . I ' : , ',:','" ! ,': At first blush, the proposition might seem to be an at tempt to nominald some unlucky banker for tho job of offi cial goat. ' Against a dictator in Wall Street might bo hurled the vituperations of the pinks and reds of the country who blame Wall Street for all their personal misfortunes. ; Such a czar of Wall Street, would bo a personification of the bcto ; pus. Ho would be a new face for all the cartoonists to pic ture as riding tho steam roller of imaginary financial' op pression. He would be a Paul at whom all'the, unbelievers of Anlioch and other points might throw stones.' ' 1 ! j Tho job, however, would not be that of a financial dic tator for the entire country. The title !'diclator for Wall ; Street" is a misnomer, and an unfortunate choice of words. " What is wanted is a referee for tho bond soiling houses, and 'for such, a rofero,o there is apparently good need, largely for tho purpose of protecting tho small investor, j , ; ,i ' ' . -.1 Business in Wall Street ihas changed considerably since '1919 by. the advent of these small investors. Where issues formerly sold only in job lots to banks and big investors, the chaps with $100 to spend on a bond now cut some figure in the business, for there are twenty million of these small in vestors today, and their buying power is some two billion dollars. , ; , ' i Such a market is worth protecting, and 'it is to safe guard. heso smivlLiiinv, estors!tliat the, need for a WalStrefct 'referee or dictator is seen. ' , ! ' ' i ! - 5 Id determining the etnicp of this bond saloWafifehip of j the future, the riglit.ki'nd'of a dictator could:4o much good in .breaking down the foolish prejudices w.hich are nqw held .ngaiijst all bankers, by half-baljed demagogues preaching co'n- : l: , o .-, . tll.T A 'O HI" A TTTiCJ Margot Asquith, wife of ter, is a sharp-seeing woman who has a penchant for writing I books and saying tilings in them that get her into a peck , 'of trouble. ' S : - i !.!;. i ' )' -, i . t The latest sophistry attributed to 'her ironical wit is the i statement that very few ladies are gentlemen. The implica I tion.is that even the most' refined women are still inclined to V cattiness, iiastiness,. 'and vtv trivial meanness lhat is not noticed in gentlemen. ' ' As proof of this assertion; it might be mentioned that Margot Asquilh's remark is one of tho cattiest things ever said. ;. . . ''' Man, fearful of his own soul in tho presence of the fc , male of the species, dares only lapse into silence when such issues as these fire brought up for concersation ' in mixed eompnny'.Hc can, howovcr, shift the subject to a discussion of what makes a gentleman, or what is a gentleman'. According to the scholar, no man is a gentleman who cannot read Latin'and Greek. .According to tho eastern so x cicty debutante, a gontleman is a nico looking boy who went to HarvardYale or Princeton and has at least $15,000 a year income. Christopher Marlowe said that the devil was a gentle man. Goldsmith wrote that a gontleman was the chief work of a barber. Emerson asserted that reiin.se and cheerfulness were the badires of n (rmitlcmnn Ktrwir. mtmri u,.,!- n'i. tlcman was a generous and bravo man. Coleridge declared lhat .religion was the most gentlemanly thing in the world, but one of F. Scott Fitzgerald's characters swore that n gen tleman must know how to hold his ticker. Opinions and definitions, it is seen, dirier. Women to day read Greek and Latin, can attend classes at Harvard and Yale at least, have been known to have $15,000 a year, havo boon devils, angels, worn badges or repose and cheer fulness, been Worked on by barbers, and held their licker. J'y any such tests as these, women are in every sense as gentlemanly as men. : o t;:'- : Aesthetic nincompoops bob up over and anon to chide the giants of .industry because these giants have never heard ;of Aeschylus, Tagore, liergson, Dralinis, or any of their bud ; dies. It is perhaps lamentable lhat we cannot all bo geniuses jof universal knowledge, and discuss the fine arts with tho same familiarity with which we talk of our business, but the troublo with the aesthetes Is that they never look at the oilier side of the question. They. miss entirely the fact that thors Jtrc very few artists, musicians, or literary ladies and gents j who can talk intelliu-eiillv mitsidi. llieii- ,na.n ri,l,U Tiiit I is just as much to their discredit as it is to the discredit of the business man that he does not know the place of Robert r ......,:.. ;.. d, ,.!, .,,1 r XJiUtiiiuiK il i wiikiulil i.lll. tlUSl, IIS lllllCIl CIC- ative genius can go into the production of a piece of pig iron ns goes into the production of a piece of poetry.
