democratic administration of Wood
row Wilson, and not the subse
quent republican administrations,
is entitled to credit for the cumu
lative stnklng- fund law -under
which 41,740,662,660 already, has
been paid on the public debt due
to the world war, the democratic
national committee contended to
day in Us latest pre-congressional
elections statement . .
"The republicans in speeches
and other publicity try to make it
out that they are entitled to all
credit for payments on the debt,"
the statement said, adding that the
law was "enacted by a democratic
congress and signed by. President
Wilson, March 3, 1919, Carter
Glass, now senator from Virginia,
being then secretary ot the treas
ury." '". .
Total payments on the public
debt from ordinary receipts were
$2,74,635,839 to June 30 last, the.
statement continued, this including
in addition to the sinking fund
payment of 41,740,552,650, Interest
payments received on debts owed
the United States by foreign coun
tries approximating 4440,000,000 to
that date.
"So that part of the debt pay-'
ment," the statement said, uis;
merely administrative compliance
with rtie provisions of a law the
democrats, - with sound financial
foresight, enacted."
Payments on the public debt out
of surpluses have amounted to
42,081,407,901,- the : democrats de
clared, "the application of Bur-'
pluses to debt payments having be
gun in 1920, in a democratic ad
ministration, the amount .for that
year being 4239,085,706."
Of the $1,760,000,000 payments on
the public debt by decreases in the
net balances in .the general fund,
41,324,082,668 was in ,1919-1920,
during the Wilson administration,
the statement asserted, adding that
"reports of the secretary of the
treasury Bhed a telling light on the
effort to make the people think the
republicans are entitled to all the
credit for payment of the public
debt. ,: .

Unuous wet weather during the
past week has halted the digging of
potatoes In the Pacific northwest
and materially strengthened the
market. Growers are eager to get
Into their fields and resume dig
ging but it will take two or three
days ot warm sunshiny weather
to dry out the soil sufficiently to
be worked. .
In the meantime primary mar
kets are getting bare of ready of
ferings and prices are climbing. At
Yakima growers have forced the
price on combination grades of
Netted Gems up to $31 a ton, an
advance ot approximately $5 a ton
within a week. The weather con
tinues cloudy with threatening rain
through the Yakima valley.
'. Oregon palmary markets are in
active; Very little buying is going
on, although offers of $26 a ton,
sacks and hauling furnished, are
being made by some Jobbers. This
approximately Is $1.40 per hundred
Portland. Some buying is going on
in Clarke county, but no real ac
tivity is contemplated until the
kveatker clears up and digging is

generally steady at $2 to $2.25 for
