Rand, deputy state fire marshal
and one of the mt widely' known
characters in Oregon, died from a
heart attack yesterday at Baker. 1
His body was brought to Port
land last night. Rand, who was 62, .
had been a resident ot Oregon 40
years. He first setUed in Hood
River where be married and dur
ing the gold excitement went to
Sumpter. He was appointed chief
of police and soon established a
reputation for law enforcement.
Later he moved to Baker where he
was elected sheriff of Baker coun
ty and ser.ved for years, following
which be was chief of police of
Baker. r ,
During the war Rand served as
an agent for tbe internal revenue
department with headquarters
here. He then returned to Baker
where be served as chief of police
"in a cleanup campaign." He re
turned here and for three years
has been a deputy state tire mar
shal. '

RECLAMATION FUNDS.

crease of $180,217 in reclamation
funds through receipts from sales
of public lands during the third
quarter of 1925 was announced to
day by the Interior Department.
Utah showed the largest receipts
with 117457; Washington and
Wyoming were second and third,
while Oklahoma bad the smallest
with 6286.

Donald Kelly, alias Ernest Young,
and L. O. Gillian, alias Jack Ray
mond, are being held In jail here
on oharges ot attempted robbery.
Both are ex-convicts, according to
police records. Kelly was released
from Oregon state penitentiary
on a conditional pardon last July.
Gillian was convicted of robbery
here In 1922, and was released on
two years probation. Both men
said they had been working in Ore
gon before coming to Oakland,
where they were arrested.
Kelt'a wife, Grace, step-daughter
of A. W. Stenn, of Jtfedford,
Ore., Is being cared for at a deten
tion home. She married Kelly at
Medford December 7.
Lena, Gillian's wife. Is being
! housed by tbe Salvation army until
she can find employment. DoUi
, women declared their intentions of
standing by their husbands.

The records of tbe county clerk
show that marriage license - was

ness. The couple, the marriage
return shows, were married by the
slier. E. P. Lawrence, pastor of
tbe First Presbyterian Church, at
the parsonage tbe same day.
' The local police have requested
California authorities to question
Kelly and Gillian relative to the
holdup In this rlly' early this
month of 1. Wllmot, servlie sta
tion proprietor who was relieved
of ISO at the point of a ran. Ac
cording to Chief of Police Adams,
tbe pair were known to blm, and
suspected of tha holdup after Its
commission.
