new wage agreement. Including a
provision for lmmediuto termina
tion of tiie present suspension and
resumption of mining operations.
The plan outlined by the gover
nor proposes a five-year contract,
creation of a joint board of Inves
tigation and award to study the In
dustry and determine whether In
creased wages can be granted with
out Increased prices, a modified
form ol check-off without actual
full recognition of the uulon. equal
ization of wages by the board of
; conciliation established under the
Koosevelt settlement of 19u3 and
maintenance of 1925 coal price
schedules.
The governor set forth the three
conditions for auy settlement, the
first of which, he said, 'shouid be
very practicable assurance to the
public that the price of anihracite
will not be raised by the opera
tors." The second condition, the gov
ernor declared, should be that an
other interruption of supply like
the present, will not soon take
place and the third should be "that
an honest effort will be made to
prevent another Interruption of
supply from ever taking place."

WASHINGTON, Nov. 28. The
American Automobile Association
announced today that It wold sup
port a program of placing all main
highways of the country under
state road patrols and abolishing
the fee system of arrests, in or
der to "rid motordom of its worat
Infestation, the speed trap and
the roadside court."
Other recommendations of the
program are that arresta be bas
ed on recklessness rather than
"technical" apeed violations and
that evidence obtained by "speed
traps" be barred by law.

TWO IRRIGATION BODIES
OF OREGON MAY COMBINE

question of formally merging the
Oregon Drainage System with the
Oregon Reclamation Congress will
be one of the matters for consider
ation at the eleventh annual meet
ing of the association set for
Tuesday In the Chamber of Com
merce room, at Salem. This an
nouncement wa, made by W. L.
Powers, secretary of the associa
tion, and recently secretary of the
reclamation congress. In announc
ing the program for the meeting.
A recent poll of the members of
the Oregon reclamation congress
has resulted In the election of 15
trustees, who have been called to
meet In conjunction with the an
nual association meeting next
